It can be predicted that the number of North Korean defectors who do not properly adapt to South Korean society will be quite large, such as the recent crime rate of North Korean defectors, the death of a North Korean defector mother, and the discovery of a North Korean defector woman.
Therefore, this paper intends to make policy direction suggestions through theoretical consideration, analysis of the status of entry into Korea, the current status of counseling in the process of settling North Korean defectors, online counseling analysis of the South-North Hana Foundation, and the establishment of a system to prevent incidents and accidents in advance and analysis of the importance of counseling in the process of settling in South Korean society.
As a suggestion for policy direction, first, efforts to meet the shortage of professional counselors are required. Second, the problem is the lack of installation of Hana Center. Hana Center is operating in 25 places across the country. It is necessary to establish a center that considers the place where many North Korean defectors live and the distance traveled by time. Third, organic monitoring of migration settlements in other regions and related organizations in the migration region should be carried out due to unavoidable reasons for individuals after the initial settlement of the region, and it is urgent to establish a system that can explain the benefits in the region in a short period of time in case of new environmental contact. Fourth, it is necessary to establish a mutually linked management system when monitoring professional counselors and personal protection officers. Fifth, it is also necessary to consider the issue of establishing an organic information exchange system between the apartment management office where North Korean defectors reside and North Korean refugee institutions. Sixth, it is necessary to open a communication channel that can listen to their position and reflect it in the budget when organizing the budget related to North Korean defectors. Seventh, it is necessary to establish a systematic management system for mental health recipients. Eighth, there is a need for a notification system establishment system that makes it easy to access questions about the settlement support system.
