The district unit plan introduced for the sake of rationalization of land use, and planned, systematic development and management of the proper region has much contributed to planned management of the national land; nevertheless, in one way, there came up lots of problems from the operational aspect, so the local autonomous entity, which is managing, or subject to this system, is raising the necessity of district unit plan system improvement.
Especially in case of Gyeonggi-do, the private development project and local economy are shrinking due to regulation-oriented management of the district unit plan consequent on the regulatory policy on metropolitan areas ;therefore, it's in urgent need of system improvement in 「Gyeonggi-do District Unit Planning Guidelines」.
This study is intending to contribute to regional development revitalization and the setting of balanced development conditions through system improvement that can diversify the spectrum of regional characteristics by grasping the problems in Gyeonggi-do district unit plan management system and inquiring into the improvement method, and this study is aimed at providing the guidelines for city & county's district unit plan management & guidelines establishment consequent on the commission of decision-making authority of the district unit plan.
As a research method, this study grasped the contents of the law & guideline revisions related to the district unit and analyzed the status of the district unit plan by investigating & analyzing the existing research materials, literature, related laws and guidelines, etc., and then drew the problems about the actual condition of operation of the Gyeonggi-do district unit plan by analyzing the business district decided through the application of 「Gyeonggi-do District Unit Planning Guidelines」and the business district decided through the application of separate 「District Unit Planning Guidelines」based on the grasp of Gyeonggi-do case object places condition. Lastly, this study is intending to propose the improvement plan for the Gyeonggi-do district unit plan by drawing problems by sector and tasks for improvement through individual interviews with an expert and a responsible person of a local autonomous entity with regard to the drawn problems as follows:
First, there is a need for cultivation of central places for recovery of the depressed urban center function & balanced development of a city, and flexibilization of use district change for job creation and local economy revitalization and land district complexation. In addition, in order to give the use district for high density development, there is a need for a change consequent on business purpose & characteristics other than an area basis, and it is also necessary to develop a manual for alteration of practical use district.
Second, there is a need to alleviate the limited floor area ratio in order to induce local economy revitalization through fairness enhancement between local governments and privately led development promotion.
In case of application of the limited floor area ratio by alleviating it to the level of the upper level laws and a local government's ordinances, it will be possible to induce the revitalization of a local development project and business value enhancement of private business, which will serve to oil local residents' resettlement, allay restriction on acts due to business delay, and solve the problem like the infringement of private ownership of property.
Third, there is a need for acknowledgment of an extra-district land donation and introduction of a facility land donation. In case of acknowledging an extra-district donation, it will be possible to induce the securing of the infrastructure for the isolated area from a local government, and solution to non-executed urban planning facilities. In addition, through introduction of the facility land donation system, it's possible to efficiently use the limited land, to secure solid infrastructure even without a local government's separate securing of financial resources, and to aggressively respond to a demand for public facilities in local community.
Fourth, there is a need for diversification of incentive items in the light of local conditions and characteristics. It's necessary to develop the currently inflexible incentive items with focus on site offer for public facilities into the ones that make it possible to respond to a region's own special matters in the light of the purpose, contents, local conditions and characteristics of the district unit plan.
Fifth, it's necessary to alleviate the uniform application of 「Gyeonggi-do District Unit Planning Guidelines」. The individual project, such as urban development project and land development project, etc. already established a separate land use plan based on an individual law in order to set up the plan that could reflect the purpose & characteristics of land use, so it's necessary to do regulation and alleviation of the land use by limiting it to an individual law, and to exclude the application of the land use from 「Gyeonggi-do District Unit Planning Guidelines」. Further, it's necessary to introduce the depressed region in an effort to promote the balanced development of Gyeonggi-do, which will be a momentum for balanced development between local governments and privately led development promotion of the proper local government, consequently serving to revitalize local economy and improve residents' life quality.
