『아니타와 나』 읽기: = Reading Anita and Me:

국문 초록 (Abstract)

이 글은 미라 시알(Meera Syal)의 아동․청소년 문학작품 『아니타와 나』(Anita and Me)를 영국의 다문화주의(multiculturalism)와 관련하여 읽어보려는 시도에서 출발한다. 1996년 발표된 『아니타와 나』는 1960년대 가상의 폐광촌 톨링턴(Tollington)을 배경으로 인도계 디아스포라 2세 미나 쿠마르(Meena Kumar)가 마을사람들과 어떤 관계를 맺으며 어떻게 영국인으로서의 정체성을 획득하는가의 문제를 다룬 작품이다. 다문화주의에 대한 공감대가 반다문화주의 정서로 전환되면서 혼란을 겪고 있는 현 시점에서1) 영국의 다문화주의의 본질적 성격은 과연 어떤 것이며, 또 그것이 청소년 문학작품인 『아니타와 나』에 어떻게 반영되어 있는지를 고찰해보는 것은 다문화주의의 현재적 의미를 재조명해보는 의의가 있을 것이다. ‘다문화주의가 무엇인가?,’ ‘다문화정책에 대해 어떻게 생각하는가?’라는 질문에 우리는 흔히 다문화주의는 소수자 집단에 대한 편견과 왜곡된 고정관념을 버리고 주변에 밀려난 소수자 집단을 포용하는 것이라고 답변한다. 그러나 “공유 된 신화, 공유된 역사적 기억, 공동의 문화, 특정 영토와의 결합, 연대감”(최종렬 37)을 특징으로 하여 단일민족의식이 강한 우리 사회는 ‘다문화’라는 용어에 주로 결혼 이주 여성이나 외국인 노동자를 떠올리거나 일자리를 찾는 내국인에게 불이익을 가져올 수 있다는 등의 반응을 보이는 경우가 많다. 우리나라의 모든 이민자, 즉 결혼이주민, 외국인 노동자, 난민과 탈북자를 포함한 한국인이 아닌 한국 내 소수인의 분포는 2016년 현재 전체 인구의 4% 정도이다. 그러나 지난 10년간 이민자의 숫자는 급격히 증가하였으며,2) 학교에 재학 중인 이주민 자녀들도 2016년 현재 전체 학생의 1-2%에 불과하지만 역시 급격히 증가하는 현상을 보이고 있어 다문화주의에 대한 올바른 이해가 필수적이다.3)영국의 경우, 2012년 말 보수 경향의 『데일리 메일』(Daily Mail)을 인용 보도한 국내의 한 기사에 의하면 외국계 태생의 인구가 2011년 750만 명으로 전체 인구의 13%를 차지하며, 런던은 2001년 430만 명이었던 백인 인구가 2012년 12월 현재 370만 명으로 감소하여 44.9%를 차지하고 비백인의 비율이 55%가 되어 백인이 소수인종이 되어가고 있다고 한다.4) 2015년 7월 6일 영국의 데모스(Demos)연구소에서 발표한 내용에 의하면, 영국 전체 학생의 26%가 소수인종이며, 이들은 주로 소수인종들이 집중된 학교에 다니는데 그 비율이 전국은 61%, 런던은 90%나 된다고 한다. 데모스는 주류사회의 백인과 소수인종 공동체의 학생들 사이에 심한 격리 현상이 일어나고 있다면서 그 여파를 우려한다.5) 최근 영국은 한국 외교부에 의해 테러 유의 국가로 지정되기도 하고, 무슬림 이민자 숫자가 35,000명으로 유럽에서 최고치라는 보도도 있었다. 영국의 이러한 상황은 과거 대영제국 시대의 팍스 브리타니카(Pax Britannica)의 영광이 후대에 와서 치르는 대가라고 할 수 있다. 세계 전체의 4분의 1에 해당하는 지역을 지배하던 영국은 식민지의 독립으로 탈식민 시대로 들어섰지만, 과거 식민 시대의 후유증이 예상치 못한 방향에서 일어나고 있다. 영국은 2차 세계대전 직후 국내 산업의 부흥으로 노동력이 필요하자 새로이 구성한 영연방 국가에서 이민을 받아들이기 시작한다. 그 대표적인 예가 1948년 492명의 서인도제도 출신 이민자를 태운 ‘엠파이어 윈드러쉬’(Empire Windrush) 호의 런던 입항이다. 영국은 순혈주의를 신봉하였지만 이미 17세기에도 앵글로색슨, 켈트, 노르만, 위그노, 유대인, 폴란드인, 이탈리아인, 아시아계 등 여러 인종이 유입된 이민국가였으며, 1948년 윈드러쉬 호가 입항한 후에는 식민주의의 역습이 시작되어 대량이민의 물결이 이어지고 전국으로 이민자가 퍼지게 된다(Wisker 12).그러나 얼마 지나지 않아 영국의 경기가 나빠지기 시작하자 이주민들에 대한 감정이 악화되면서 이들에 대한 산발적인 테러가 시작되고 영국정부는 이민을 규제하는 법안을 제정하기에 이른다. 이렇게 시작된 ‘영연방이민법’(Commonwealth Immigrants Act 1962)은 이후 몇 차례 수정을 거치면서 이민 규제를 강화하게 되는데, 1962년의 법안은 영국정부가 발행한 고용 허가서가 없거나 영국과 직접적인 연고가 없는 경우 이민이 통제된다는 내용과 이민자가 범죄를 저지를 경우 강제추방된다는 내용을 담고 있다. 이 시기에 실직한 채 영국에 남게 된 이민자들은 의식주 해결을 위해 소수자 집단을 이루게 되고, 점차 주류사회에서 소외되어 별다른 접점 없이 겉도는 소수인종 문화공동체(parallel culture)를 형성하게 된다. 실제 2001년에 도시폭동이 일어났던 올덤(Oldham) 지역을 보면, 1970년대 말 섬유산업의 쇠락으로 남아시아계 이민자들

다국어 초록 (Multilingual Abstract)

In the genre of multicultural children’s literature, Anita and Me gives an insight into traditional Indian culture and describes an immigrant’s longing to assimilate and become part of her new society. Meena Kumar, an Indian immigrant, longs to be a white girl, imitating Anita Rutter who is a “passport to acceptance” into white society. However, Meena ends up realizing the relationship between ‘Anita and me’ is one of condescension and deception, not acceptance, which reflects on a wider scale the problems of Britain’s multiculturalism. Multiculturalism, by definition, embraces cultural diversity without any prejudice against minority cultures, accepting all cultures as equal. However, right from the start, the multicultural policies advocated by the British government have been ambivalent towards immigrants, as demonstrated by the contradictory enactment of the Commonwealth Immigrants Act of 1962 and the Race Relations Act of 1965. Multicultural literature, as an educational tool, tries to appreciate or give a voice to
the marginalized and silenced minorities. However, multicultural literature can sometimes fall victim to hackneyed stereotypes and find itself reproducing, instead of improving, present social inequalities. Anita and Me tries to overcome the limits of multicultural literature by representing and then satirizing the stereotypes of, or subverting the romanticization of Indian culture. As it does so, it reflects on the problem of multiculturalism and warns about white supremacy or racism hidden behind a condescending and familiar mask.
