협력업체 안전관리자 및 안전시설팀 조직에 대한 연구

국문 초록 (Abstract)

현대사회의 건설업은 점차 고층화, 대형화, 복합화 추세이며, 이러한 상황에서 공사 절차 또한 복잡화, 장기화되고 있다. 이에 사고 유형도 다양해지고 발생 시 중대재해로 이어지는 경우가 많아 건설업계에서는 최근 안전에 대한 관심이 더욱커지고 있다.

하지만, 관심에 비하여 현실적인 해결책을 쉽게 제시하지 못하고 있는 실정이다. 이러한 사이 2017년 하반기에만 타워크레인 사고로 인해 다수의 사망자가 발생하기도 하였다.
실질적으로 도급사 소속의 안전관리자들이 현장의 모든 근로자들을 관리하기 힘든 현실과 법적 선임기준이 안되어 협력업체별 안전관리자가 부족한 현실적 문제를 해결하고자, 본 연구는 공사를 진행하는 근로자들이 실질적으로 소속되어 잇는 협력업체의 안전관리에 대한 안전관리 강화 방안을 연구의 목적으로 하였다.
본 연구의 설문조사에서 협력업체 관리감독자들도 안전관리의 필요성을 느끼지만 전문지식의 부족과 과다한 업무로 힘듦을 알 수 있었고 근로자들도 안전관리의 필요성을 느끼지만 현실적 어려움 때문에 쉽게 지키지 못함을 알 수 있었다.

이에 본 연구에서 다루는 내용은 협력업체 안전관리자를 대상으로 하여, 공사 금액이 아닌 인원수를 중심으로 선임하고, 업체별 안전시설팀을 조직하는 내용을 제시하였다.
기업들이 안전관리자를 많이 두고 안전시설팀을 조직하였을 때의 손익을 ᄄᆞ지기 위해 재해정도별 산업별 재해자 비교표와 요양근로손실일수 산정요령을 이용하고 임금정보는 한국물가정보 공사부분 노임을 활용하여 그 평균값을 매겨서 하인리히 재해손실비를 추정하였다.

다국어 초록 (Multilingual Abstract)

The construction industry in modern society is new, novel, and even higher, making the mall tower even bigger. In this situation, as the process becomes complicated and bigger, the types of accidents become diverse, and once it happens, there are many cases of serious disasters.

However, it is a reality that we are not interested but offer a proper solution. Unfortunately, between September and December, when this paper was first published, three tower crane accidents occurred, and many lives lost their lives.

In this situation, we will argue in this paper that the safety management for the safety management of the subcontractors to which the workers are actually involved.

In the reality that the safety managers at main contract are not able to manage all the workers in the field and the criteria of legal appointment are insufficient and the safety managers for each partner are lacking, in the survey of this paper, the supervisors of the suppliers also feel the necessity of safety management, I was able to understand the difficulty with the overwork of the tribe and work, and the workers felt the necessity of safety management but they could not easily keep it because of the real difficulties.

Therefore, in order to establish a system for safety management in law, the contents of this paper emphasized that the safety manager of the supplier should be selected centering on the number of persons, not the construction amount, In order to determine the profit and loss when the enterprises have a lot of safety managers and the safety facilities team, we use the comparison chart of the industrial accident disaster according to the disaster level and the calculation method of days for lost work, and the wage information is obtained by using the average value Heinrich's disaster loss ratio was estimated.
