한국과 영국의 사회적 기업 제도화에 관한 비교 연구 :영국의 공동체 이익회사와 한국의 노동부 인증 사회적 기업을 중심으로 = A Comparative Study on the Institutionalization of Social Enterprises in Korea and the UK

국문 초록 (Abstract)

이 글은 한국의 노동부 인증 사회적 기업과 영국의 공동체이익회사(CIC)를 사례로 하여 제도화에 이르게 된 정책적 맥락, 규제 강도, 자산 처리 및 수익 배당 원칙 등의 제도적 특성, 사회적 목적의 해석과 활동 영역 등에 초점을 맞추어 한국과 영국의 사회적 기업 제도화에 관해 비교해 보았다. 그리고 이러한 비교분석을 통해 사회적기업의 제도화에 대한 이론적, 실제적 함의를 다루고, 한국 사회적기업의 제도적 개선 방향에 관해 논의 하였다. 한국과 영국의 사회적 기업 제도화에 관해 비교해 본 결과 영국의 CIC가 자선 조직과 관련하여 재원 조달 및 거래의 유연화를 추구하여 비즈니스를 활성화하면서 공동체 재건의 혼합으로 사회적 기업을 간주하는 데 비해, 한국의 사회적 기업 육성 제도는 기존 사회적 경제 조직의 필요에 부응하기보다는 고용 및 사회 서비스의 부족에 대응하는 정부 주도 정책 수단의 의미가 큼을 알 수 있었다. 따라서 지원방향도 한국의 사회적 기업 정책은 영국의 CIC가 비즈니스 자문이나 자금 확보 등의 간접 지원과 공동체 활성화를 위한 사회적 경제의 성취에 초점을 두고 있는 것에 비해 일자리 창출과 사회 서비스 전달의 직접 지원에 치중하고 있으며, 시장 경제의 지향이 명확하다.

This paper tries to make a comparison of policy contexts, the regulation strength, institutional characteristics, the interpretation of social objectives and activity sectors between the social enterprise certified by Ministry of Labor(SEML) in Korea and community interest companies(CICs) in the UK. Main findings of this study are as follows; First, while the policy intiative to CICs aims to flexibilize the trading and to rebuild the communities, in case of SEML, it represents the government`s confrontation with the shortage of social services and job places. Second, in comparison with institutional supports of the former which are indirect such as business advices and easier funding, those of the latter are more direct and market-oriented. Third, this paper deals with the direction for the improvement of SEML in Korea with respect to the connection with the community regeneration and the helping system by local governments shown in CICs in the UK.
