규제개혁에 대한 일선관료들의 인식유형 분석 = Analyzing the Street Level Bureaucrats' Cognition Types Toward the Regulatory Reform

국문 초록 (Abstract)

본 연구의 목적은 규제개혁의 목표와 정책수단 그리고 규제개혁을 보는 관료들의 다양한 관점을 Q방법론을 이용해 실증적으로 분석함으로써 규제개혁의 실효성을 제고하기 위한 정책대안을 모색하는데 있다. Q방법론을 적용하여 규제개혁에 대한 관료들의 인식을 분석한 결과 5가지의 지배적인 인식유형을 확인하였다. 또한 이러한 5가지의 인식유형들은 상이한 관점에도 불구하고 공통적인 속성을 가지고 있는 것으로 나타났다. 즉 모든 유형에서 정도의 차이는 있지만 규제 신설이나 강화에 있어 신중해야 한다는데 공통된 견해를 가지고 있는 것으로 분석되었다. 그리고 이러한 분석결과를 통해 규제개혁에 대한 관료들의 다양한 의견들을 정확하게 파악할 수 있었으며, 한 걸음 더 나아가 규제개혁의 실시에 따른 시행착오를 최소한도로 줄일 수 있게 되었다. 또한 규제개혁시 이러한 관료들의 다양한 관점을 충분히 고려하고, 이에 따른 규제개혁이 이루어진다면 정책집행비용의 최소화 및 규제개혁에 대한 관료들의 규제순응(regulatory compliance)확보에도 기여할 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze the goal of regulatory reform, policy tools and bureaucrats' diverse perspective on regulatory reform empirically by applying Q methodology. By doing so, policy makers are able to enhance the feasibility of regulatory reform. Five dominant cognition types related to regulatory reform were identified based on the survey results. Despite the different perspective of five cognition types, there seems to have the common properties across the five cognition types. That is, all cognition types put an emphasis on full consideration of new regulation and regulation reinforcement, showing some variances across the cognition types. The analytic results greatly contributed to understanding the bureaucrats' attitudes toward the regulatory reform and to minimizing the regulatory costs. If the policy makers should consider bureaucrats' diverse attitudes toward it before they embark on regulatory reform, the effectiveness of regulatory reform can be enhanced by minimizing the implementation costs and securing the regulatory compliance of bureaucrats.
