대북 제재가 인도주의 활동에 미치는 영향 = The Impact of Sanctions on Humanitarian Action in North Korea

다국어 초록 (Multilingual Abstract)

The purpose of this research is to analyze how sanctions are affecting humanitarian action and to suggest potential ways to safeguard humanitarian action in sanctions regimes based on an in-depth case review of North Korea. The UNSC resolutions made clear that the sanctions regime is not intended to have adverse humanitarian consequences including restriction on the humanitarian action to North Korea, however, humanitarian work is broadly affected by sanctions in practice. The direct effects of sanctions are mainly caused by reduced humanitarian funding, the restriction on humanitarian-sensitive items, and cumbersome humanitarian exemptions process. As a result, the scale of humanitarian assistance has shrunk and humanitarian operations are facing significant delays. On the other hand, the indirect effects such as challenges in cooperation with third parties like banks and suppliers are also causing delays and placing a further burden on humanitarian action. The operational channel was disrupted because of the third parties’ over-compliance with sanctions and de-risking strategies. Multiple humanitarian agencies, for this reason, have had to postpone or close down their programs.

국문 초록 (Abstract)

한에 대한 인도주의 활동에 어떻게 부정적인 영향을 미치고 있는지 분석한다. 선행연구와 대북지원단체의 보고서, 언론보도 및 관계자 심층면접을통해 분석한 결과 대북 인도주의 활동은 제재의 직·간접적인 영향을 받고있었다. 우선 제재 조치에 수반되는 대북 인도지원 예산 감소, 포괄적인민군겸용 물자 제재, 관료적인 인도주의적 제재 면제 메커니즘은 인도주의활동을 위축시키는 직접적인 요인이었다. 이 결과 대북 인도주의 활동의지원 규모가 축소되고 지원 과정에 심각한 지연이 발생했다. 반면 제재의간접적인 영향은 주로 송금과 지원물자 조달을 위한 관계기관과의 협력이제재로 인해 저해되면서 발생했다. 송금 채널이 차단되고 물품 구매 및 조달 전 과정에 어려움을 겪게 되자 일부 인도주의 단체들은 대북 지원을중단하거나 철회하게 되었다.
