미ㆍ서방의 신장 인권 공세에 맞선 환구시보 사설의 대항이데올로기 담화 전략 분석 = A Study of Discourse Strategies of Counter- Ideology Construction by Global Times Editorials in Response to the U.S.-Western Actions on Human Rights Abuses of Uyghurs in Xinjiang

국문 초록 (Abstract)

본 논문은 미국 바이든 대통령 집권 이후 발생한 미ㆍ서방의 ‘신장 위구르 인권침해’ 공세에 반응한 환구시보 사설 15편을 선별해, 중국의 대항이데올로기 구축 과정에 사용된 담화 전략에 대해 분석하였다. 2장에서 환구시보 사설의 ‘미러링’(mirroring) 전략 사례를 살펴보았다. 연구 결과 미ㆍ서방이 중국 인권침해 공세를 위해 사용하는 담화전략인 ‘공개적 비난하기’(naming & shaming)을 중국이 그대로 따라해 되돌려주는 미러링 전략을 채택함을 알 수 있었다. 첫째, 신장 강제노동은 미국 노예노동 및 흑인 강제 노동으로 대치된다. 둘째, 신장위구르 제노사이드는 없고 대신 캐나다 원주민 제노사이드 사례로 미ㆍ서방의 인권 침해를 비난한다.
3장에서는 미국의 인권 공격전략을 ‘패러디’(parody)한 환구시보 사설의 사례를 살펴보았다. 첫째, 미국의 코로나 사망자 수를 지속적으로 언급하여 인권 보호 책무 방기를 지적한다. 둘째, 중국에는 없는 미국 내 총기 난사 사건을 통해 생명보호 조차 못하는 미국의 인권 현황을 고발한다.
4장에서 환구시보 사설이 사용한 ‘책임전가’(blaming) 사례를 살펴보았다. 첫째, 미ㆍ서방 패권주의에 대해 사설은 정신 나간 정치 엘리트의 헛소리라고 문제화하였다. 둘째, 미국의 이중잣대가 정당성이 없음을 탓한다. 셋째, 미ㆍ서방이 지정학적 사심으로 신장 인권을 정쟁의 빌미로 삼는 무책임한 국가들이라며 문제의 책임을 상대에게 떠넘기는 전략을 사용했다.
결론적으로 환구시보 사설의 대항이데올로기는 미ㆍ서방 미러링 보복하기, 중국의 인권 비교우위를 드러내 미ㆍ서방 공개적 비난하기 패러디하기, 정신 나간 이중잣대를 들이대는 지정학적 탐욕으로 가득한 미ㆍ서방의 인권 참상 고발로 책임전가하기로 설득력을 얻는다.

This paper selected 15 Global Times editorials in response to the U.S.-Western "Xinjiang Uighur Human Rights Violation" offensive that took place after President Biden took power and analyzed the discourse strategies used in the processes of Chinese counter-ideology construction.
Chapter 2 examines the cases of mirroring strategies used in the Global Times editorials. The study found that China adopted a mirroring strategy that followed and returned naming and shaming, a discourse strategy used by the U.S. and the West, to attack human rights violations in China. Accordingly, first, the forced labor of Uyghurs in Xinjiang was replaced by American slave labor and the forced labor of black people. Second, there was no Xinjiang Uyghurs genocide, but instead, the editorial criticized human rights violations in the U.S. and the West as a case of aboriginal Canadian genocide.
Chapter 3 investigates the case of Global Times editorials parodying the U.S. human rights attack strategy. First, it points out the abandonment of human rights protection obligations by continuously mentioning the number of COVID-19 deaths in the U.S. Second, it attacks the current status of human rights in the U.S., which could not even protect the lives of people lost to gun shootings in the U.S., which does not exist in China.
Chapter 4 explores the cases of blaming discourse strategies used by the Global Times editorial. First, the editorial problematized hegemonic utterances by mentally confused elite politicians in the U.S. and the West. Second, it blamed the U.S. double standards for lacking legitimacy. Third, due to geopolitical desires by the U.S. and the West, they made use of the Xinjiang Uighur human rights violation, and thus, the editorial used a blaming strategy for their wrongdoings.
In conclusion, the counter-ideology constructed by the Global Times editorials was persuasive in that it retaliated against U.S.-Western mirroring, parodied the U.S.-Western naming and shaming discourse strategies as they showed Chinese comparative superiority, and accused the U.S.-West of human rights devastation full of geopolitical greed.
