한국 복지국가의 미래 : 발전복지국가로부터 경로이탈적 변동 가능성 = Future of the Korean Welfare State : Prospects for Breaking Away from the Developmental Welfare State

국문 초록 (Abstract)

이 논문은 한국 복지의 미래에 대한 대안적 전망을 제시하고자 한다. 두 가지 상충되는 예측이 있다. 하나는 복지지출이 낮고 필수 프로그램이 부족한 작은 복지국가로 남을 것이라는 비관적인 견해이고, 다른 하나는 북유럽 복지국가에 필적할 정도의 복지국가가 될 것이라는 낙관적인 견해이다. 전자는 경제성장을 우선시했던 발전국가의 유산이 복지국가의 발전을 가로막고 있다고 본다. 반면, 후자는 성장한 사회운동 단체와 부상하는 진보정당의 복지동맹이 이러한 부정적 유산을 극복하고 복지국가를 발전시킬 것이라고 본다. 두 견해는 모두 복지확대를 방해하는 제도적, 구조적 변수의 유산을 인정하지만, 유산의 영향을 평가하는 데 차이가 있다. 비관론은 좌파정당의 부재와 노동조합의 낮은 조직률 등 개발복지국가 시대의 제도적 유산이 복지동맹을 무력화시켜 본격적인 복지국가로의 전환을 방해한다고 본다. 반면, 낙관론자들은 유산의 영향력이 결정적이지 않고 새롭게 나타난 복지동맹이 이를 극복할 수 있을 만큼 강력하다고 주장한다. 이 글은 제도적 변수의 힘에 대한 두 관점에 모두 동의하지 않으며, 대안으로 실용적인 접근 방식(pragmatic approach)을 제안한다. 이 접근법은 제도적 요인보다 복지국가에 대한 이해를 바탕으로 한 국민의 행동에 따라 변화의 유무와 폭이 결정된다고 본다. 따라서 변화의 속도는 제도주의에 기초한 낙관주의자나 비관주의자의 기대와 다르게 급격할 수도 있으며 그 범위와 정도도 지금까지의 급격한 변화의 계기에서처럼 전격적이고 궤도에서 이탈하듯이 전격적인 것일 수 있다. 복지국가의 미래를 구상하는 힘은 시민의 ‘창의적’ 선택에서 나온다.

다국어 초록 (Multilingual Abstract)

This paper attempts to present an alternative forecast of the future of Korean welfare. There are two dominant but conflicting forecasts: a pessimistic view of a small welfare state with low welfare expenditure and a deficiency of essential programs vis-a-vis a cautiously optimistic view of forecasting a much-improved welfare state comparable to a Nordic welfare state. Relying on the path dependency theory, the former assumes the persistence of the developmental state’s legacy, such as the dominance of the state over civil society, the weak labor movement, and the meek power of the left parties. However, the latter attempts to extrapolate the future from the recent welfare development experience, pointing to the emerging welfare alliance of social movement groups and left-leaning parties that have contributed to expanding welfare programs.
The two conflicting views, however, share one commonality: both reckon the legacy of institutional and structural variables hampering welfare expansion but only differ in evaluating their relative strength. For pessimists, the negative effect of the institutional heritage from the developmental welfare state era, such as the lack of left parties and low labor union density, is strong enough to hinder moving to a full-blown welfare state, nullifying the welfare alliances. In contrast, optimists do not consider their influence deterministic and argue that welfare alliances are strong enough to overcome legacy.
We disagree with both perspectives on the power of institutional variables. Instead, we propose a pragmatic approach as an alternative; the impetus of change depends on the Korean people’s action based on understanding the welfare state, not on the influence of institutional factors. Therefore, the speed of change could be faster/or slower than what the optimists’ or the pessimists’ expectation based on institutionalism. The Koreans have shaped the welfare state by responding to, not being decided by institutional variables. As did before, they are now engaging in ongoing negotiations for the future of the welfare state, and their action will mold the future of welfare programs.
