담배 가격 인상이 성인 남성의 음주 행태에 미치는 영향 : 흡연 강도에 따른 이질성을 중심으로 = The Effects of Cigarette Price Increases on Men’s Drinking Behavior: Focusing on Heterogeneity by Smoking Intensity

국문 초록 (Abstract)

본 논문에서는 국민건강증진을 목적으로 시행된 2015년 담배 가격 인상 정책이 성인 남성의 음주 행태에 미치는 영향을 살펴보았다. 분석방법으로는 이중차분법을 이용하였으며, 흡연 강도에 따른 이질성을 알아보기 위해 정책 이전의 흡연 강도를 기준으로 처치집단을 세 집단으로 나누어 분석하였다. 그 결과 담배 가격 상승 이후 하루 평균 흡연량이 한 갑 이상인 무거운 흡연자 집단의 음주량 및 위험 음주가 비흡연자 집단에 비해 통계적으로 유의하게 감소한 것을 확인하였다. 2015년 담배 가격 인상 이후 무거운 흡연자의 월 평균 음주량은 비흡연자에 비해 8.6% 더 감소하였으며, 고위험 음주 확률과 월간 폭음 확률은 비흡연자에 비해 각각 3%p, 4.2%p 더 감소하였다. 현재 음주자만을 대상으로 분석하였을 때에도 유사한 결과를 얻을 수 있었으나, 추정된 계수의 크기와 유의성은 감소하였다. 인구통계학적 특성에 따라 하위 표본을 구성하여 분석하였을 때에도 일관성 있는 결과가 도출되었다. 가벼운 흡연자와 보통 흡연자의 경우 대체로 통계적으로 유의한 결과를 얻을 수 없었으며, 인구통계학적 집단에 따라 그 방향 또한 상이하게 나타났다. 이를 통해 담배와 주류가 무거운 흡연자 집단에서는 보완 관계를 가지며, 가벼운 흡연자 또는 보통 흡연자 집단에서는 일정한 관계를 갖지 않는다는 것을 추측해볼 수 있다. 본 연구는 기존 담배 소비량에 따라 담배 가격이 상승이 음주 행태에 미치는 영향이 상이할 수 있다는 것을 시사한다는 점에서 의의가 있다.

다국어 초록 (Multilingual Abstract)

In this paper, I investigate the effects of the 2015 cigarette price increase policy on the drinking behavior of adult males. I use difference-in-differences method for the analysis and the treatment group is divided into three groups based on the smoking intensity before the policy, to show the heterogeneity by smoking intensity. As a result, I find statistically significant increases in alcohol consumption and risky drinking caused by the cigarette price increase, in the heavy smoker group. After the cigarette price increase in 2015, the average monthly alcohol consumption of the heavy smokers decreased 8.6%p more than the nonsmokers. The likelihood of high-risk drinking decreased 3%p more than the nonsmokers and the likelihood of monthly binge drinking decreased 4.2%p more than the nonsmokers. Similar results are obtained by analysis with only current drinkers, although the magnitude and statistical significance decreased. Also, I obtain consistent results from subgroup analysis. There is little significant and consistent results with the light smoker and average smoker groups. From this, I document that cigarettes and alcohol are complement in the heavy smokers, while there is no consistent relationship between the two goods in light and average smokers. This study suggests that the effect of an increase in cigarette price on drinking behavior may differ depending on the cigarette consumption level before the increase.
