The advanced researches about the legal and institutional aspects, the basis of private security management system, have been already done including studies on development measures and cooperative researchs of Industry-University relation in private security.
But, in case of advanced researches related to private security, the studies have suggested only subjective opinions by literature views in terms of methodology, which means that the point of the discussion could not be proposed clearly as the subjects of the study are diversified in investigating the development measures of private security.
Especially, various views of institutional improvement have been proposed from the point of private security system but the fact that the factors of improvement suggested by the subjective views from the past have been continuously debated to this times means that they are too widespread to be reflected to policy decision owing to the lack of objectivity of improvement measures which have been proposed until now.
So, unlike advanced researches that depended only on literature analysis, it is necessary that the order of priority of the private security policy should be established objectively for the arguments proposed by scholars to be reflected to the policy decision in drawing the improvement measures of private security system, which will suggest the essential glue for private security policy decision and ensure the objectivity of the improvement effect of private security.
The purpose of this study, therefore, is to analyse the policy priority order for improvement of private security by applying AHP to BSC model that is rearranged by adding public character to overcome the limit of BSC as business assessment index in the light of duality(commerciality and public interest) of private security in the aspect of law and institution that signifies the basis of private security.
To achieve this purpose of the study, the using possibility of AHP was examined on the basis of the critical success factors of private security system and other operational models, for which literature research and empirical study were used in parallel.
For this study, previous studies on the private security system were gathered, and previous studies related to operational evaluation system and balanced scorecard(BSC) and Analytic Hierarchy Method (AHP) were reviewed to address the analytical model of this study. And the key success factorsfor private security system improvement of the environment and competitiveness were extracted through theoretical research on improving the effectiveness of private security system using AHP analysis.
As a result, of the entire complex weighting of the top 30%, the most important priority is selected as practical management and monitoring measures. And the second priority is the implementation of an adequate education, then excellent guards, business ethics, establishing costs of business diversification, and the introduction of professional qualifications in order. Ranked in the top six or more ways to the internal process perspective and learning and growth perspective drawn from the majority, the effectiveness of private security systems and institutions in accordance with the purpose of improving the factors may be found here.
Based on the above results, the Private Security Reform Proposal for South Korea are as follows.
First, to ensure the effectiveness of administrative regulation to the private security business in the Security Industry Act, the practical management and supervision system should be established. In supervisory authorities for security company and the management the police and local police in the field actually may serve as a director, so this should be done to strengthen the role. In addition, considering two-tiered management of the police and security instructor, efficient supervision need to restructure in the reality and the management of the police and the director shall be divided into specific areas. Through this systematic rebalancing the range of roles, redundancy management director must be avoided in efficiency.
Second, the professionalism of security service performance should be secured. In Security Industry Act, security personnels education system should be revised in reality. In newly guards training and education, official guide to subjects and text books should be suggested for consistency of education nationally in that the educational institutions are defuse. And on-the-job education that the security company should accomplish directly should be operated polysynthetically as yearly collective training, through which formatted education should be changed effectively. on the basis of this guide, internal stability of the education system will be ensured.
Third, academic cooperation system to attract skilled personnel should be made. Local universities have been opened in the private security related to subjects, and these institutional infrastructure and industry in the education policy for linking workforce supply should be provided. To do this, the security company and through this internship better prepared workforce to be employed should be preferred, such manpower to improve the treatment of a variety of budgeting and welfare benefits should be proactive. In addition, through the practical aspects of security companies on-site training in conjunction with the college recruitment costs, salaries and benefits and education shall make the transition.
Fourth, the security company to ensure the credibility of government regulation as well as its own industry to improve the quality management culture in order to generate business ethics should be established.
