      Purpose: This thesis compares and analyzes the theoretical and conceptual dynamics between positivist, constructivist, and transformative evaluation discourses in international and national social development, together with the implications for Korean international educational development.
      Originality: The paper begins by exploring the axiological nature of transformative evaluation and discusses the conceptual and practical issues of empowerment evaluation approach from ontological, epistemological, and methodological perspectives.
      Methodology: By focusing on theoretical analysis, it examines the “old” theoretical and methodological characteristics of transformative evaluation, based on Fetterman and other scholars, and the “new” potentials and limitations of transformative evaluations and implications developed by his colleagues in reforming Korea’s international development evaluation.
      Result: As results of the study, the author argues that empowerment evaluation opens up the potential for Korean evaluation theorists and practitioners to re-examine the ontological meaning of power dynamics between the evaluators and stockholders — eventually the so-called “beneficiaries” of development programs and projects. Further, it argues that hyper-technocratization of contemporary, international development will create the evaluation culture that leads to deliberate avoidance or only partial interest in the power relations for social changes.
      Conclusion and Implication: In conclusion, the academic discussion on transformative evaluation as a concept and empowerment evaluation as a practical approach provides new understandings to the meaning of evaluation for transformative agenda in the international development of Korea. Amidst a rapidly changing policy landscape with more emphasis on peace, rights, democracy, and gender, theoretical and conceptual discussions on evaluations can inspire and influence critical examinations of the social meanings and impacts of Korean development and beyond.
