Work climate is very important in influencing peoples' attitude at work, which will, in tum determine their productivity. For the last several decades, studies have reported that bureaucracy generate work climate which are dysfunctional for the today's administrative environment. This paper analyzes a work climate of a local government and tries to get implications for the betterment of local administration. This research is based on a survey and subsequent interview. Several quantitative techniques were used for analysis. They include frequency distribution, factor analysis, and regression analysis. The result shows that respondents evaluated their work climate mostly negatively. Careful analysis of data suggests that local government managers need to pay to much attention to the following four factors in order to make the work place productive and humane: inclusive work environment, rational work processes, care for individual competence, and self-actualization.
