The government of recently announced a series of measures to strengthen cybersecurity capabilities, which are key to national security, including plans to create a Cyber Reserv e Forces. However, discussions on the specific direction of legislation and the reorganiz ation of the military structure for the cyber reserve system have not yet been actively conducted in the Korean academic and political circles, and prior research is insufficient.
In addition, the direction and legal basis for revising laws related to cyber reserve force s, such as the Korean Reserve Army Act, are also ambiguous. Therefore, based on the cases of other countries that already operate cyber reserves, this study suggested the n eed for cyber reserves with advantages such as maintaining cyber experts, economic ad vantages, and activation of collecting cyber terrorism intelligence without fear of civilian inspections through the superposition of the public, government, and military. In addition, the Civilian Cybersecurity Reserve Act of the United States was analyzed in a comparati ve way and this study suggested a plan to operate the cyber reserve force through the revision and application of the Korean Reserve Act. Finally, a plan to establish a cyber r eserve army system in the existing reserve army law was proposed to establish internal security accessibility and reorganize the military structure.
