This study analyzed the formation of presidential platform on education policy within a political party during the presidential election in 2017. We focused on the agenda on the college admission program. A detailed description of the political process in the making of presidential platform was attempted by the observation and interview. Camp A and Forum B, which consisted of persons outside the party, and the policy committee of a party, education committee members in the National Assembly, and the research associates in the policy institute of the party, composed of persons within the party, had different positions in college admissions policy. These different positions were confirmed as presidential campaign platform with contradictory content, which caused confusion in policy even after the inauguration of the government. It was found that the distance from the candidates affects the formation of mediation discourse among policy actors.
