유럽통합과 자본주의 다양성: 북유럽과 남유럽의 ‘유럽화’ 비교 = European Integration and the Varieties of Capitalism: Comparison of Nordic and Southern Europe's ‘Europeanization’ Process

Comparison of national economic performance or of welfare provision seeks to explain distinguishing structural conditions of each domestic system and to group countries into relevant capitalism models. Models of production regimes and welfare regimes, i e. varieties of capitalism, have an important place in the study of comparative political economy and of labor policy, in particular. There is a typology of five ideal types of capitalism: the market based, the social democratic, the continental, the Mediterranean, the transitional economy. This paper compares the labor reforms in Denmark and Sweden, and Spain and Greece representing the social democratic and the Mediterranean models, respectively.
Spain and Greece have initiated many reforms especially in the 1990s,‘Europeanization’ process, but show the inability to sustain social concertation such as coordination problems and veto points abound. The welfare system in Greece and Spain is expensive, wasteful and socially exclusive. Similarly, the economic system displays inefficiencies and dys-functionalities. It is a juxtaposition of over-regulation and a large black economy, of business collusion and dependence on the state, strong labor protection and high structural unemployment. Spain and Greece have a division between the protected core of the labor market and the rest. This is the division of the southern European labor market, where one side is characterized by rigidity and the other by flexibility and irregularity. The outcomes of recent reform attempts in Greece and Spain appeared to reflect important features of the Southern European model.
Therefore, it shows the relevance of the varieties of capitalism approach to theunderstanding of the labor market reforms of Nordic capitalism and Southern capitalism. The Europeanization and varieties of capitalism approaches define different paths for European economic systems and welfare systems. The Europeanization asserts the likelihood of increasing convergence, and varieties of capitalism asserts the likelihood of sustained divergence. Europeanization seeks to account for domestic change as a result of pressures arising from EU or Eurozone. The varieties of capitalism approach sees that the external dimension is interpreted in terms of the comparative institutional advantages that remain after external pressures of EU or Eurozone. Thus, the varieties approach supports path dependency in relation to external pressure and stresses the resilience of the particular production and welfare systems in interpreting such pressures. This explains the competitiveness and efficiency of production and welfare systems of Sweden and Denmark.
This paper argues the importance of the external and the domestic, but the relative significance of the domestic institutional systems. Certainly, the varieties approach appreciates that the institutions underpinning coordination are subject to constant renegotiation and, thus, understands strong changes during the 1980s and 1990s in Sweden and Spain, in particular. Especially, EU regulation has helped Spain and Greece to break with previous institutional arrangements and to adopt sectoral arrangements different from the prevailing national institutions. However, Spain and Greece have little significant institutional changes. This paper shows the cross-national differences and varieties of capitalism in institutions and the processes of institutional change, and underlines the limitations of EU stimuli and of the strength of domestic impact.

국문 초록 (Abstract)

유럽연합이 확대되면서 다양한 자본주의 모델들이 EU에 참여하게 되었다. 대륙형 모델, 영미형 모델, 북유럽 모델, 남유럽 모델, 과거 동유럽의 이행체제 모델 등이 그것이다. EU 는 역내 단일시장과 마스트리히트 조약으로 통합이 심화되면서 회원국들에게 유럽화의 압 력과 영향을 미치게 되었다. 북유럽 국가들이 본격적으로 EU에 가입하게 된 1990년대부터 다양한 자본주의 유형이 EU에 참여하게 되었고 국가 또는 지역의 다양한 자본주의 유형간 경제력과 제도의 경쟁력 차이가 불균형의 문제를 야기할 수 있게 됨에 따라 이 들 유형간의 차이를 줄이는 것이 중요한 의제가 되었다. 이 논문은 EU 차원의 유럽화 과정이 북유럽과 남유럽의 자본주의 모델에 어떤 영향을 주었는지, 개별 국가들은 이에 어떻게 대응하였는지, 각국의 개혁이 결과적으로 얼마나 유럽화를 달성해 왔는지를 보고자 한다. 이를 위해 북유럽 모델에서는 스웨덴와 덴마크, 남유럽 모델에서는 스페인과 그리스를 사례로 하여 주로 노동정책 제도의 개혁과 그 변화를 분석하였다. 이 논문은 역사제도적 관점에서 남유럽과 북유럽의 생산체제와 복지시스템이 서로 다르게 발전해 왔다는데 주목하고, 유럽통합에 적응하는 과정에서 역사적 경로의 파괴와 이탈에도 불구하고 고유한 성격의 제도들이 지속되고 있음을 보여주고 있다.
스웨덴과 덴마크의 노르딕 자본주의 모델과 스페인과 그리스의 남유럽 자본주의 모델에 대한 사례 분석의 결과는 매우 복합적이다. 덴마크와 그리스는 비교적 경로의존성을 보여주고 있으며 스웨덴이나 스페인의 경우 각각 경로이탈적, 경로파괴적 제도 변화의 경향이 나타났다. 스웨덴은 기존의 중앙노사관계가 와해되고 계급타협정치가 종말을 맞았다는 점에서 경로이탈적이다. 그러나 경로이탈에도 불구하고 스웨덴이 자본주의 다양성을 거부하는 것은 아니다. 스웨덴 고유의 복지국가와 노동시장제도는 유지되고 인적자본 투자에 의해 경쟁력이 제고되고 있기 때문이다. 스페인의 경우 사회협약의 일반적 조건이 거의 없는 상황에서 사회협약을 해 왔다는 면에서 경로파괴적 제도 변화를 보여주고 있다. 그러나 스페인의 사회협약은 오히려 노동시장의 이중 구조를 악화시켜 경제⋅사회적으로 유럽화의 성과를 가져오지 못하였다. 덴마크는 노동시장을 보다 유연화하는 선에서 제도가 변화했으나 복지제도나 사회 코포라티즘 조정은 그대로 유지되고 있다. 그리스는 제도개혁의 시도들이 많이 있었지만 본격적으로 실행되거나 제도의 변화로까지 발전되지 못하였다. 경로의존성을 보여준 그리스의 유럽화 과정은 많은 한계를 가지고 있다. 사례들에서 제도의 변화와 발전 과정에서 유럽화가 작동해 왔지만 그 성과보다 한계가 뚜렷한 상황에서 자본주의 다양성 이론이 제도 변화를 더 잘 설명할 수 있다고 하겠다. 최근의 글로벌 금융위기로 인해 역사적 성격과 제도적 차이에 기반한 자본주의 다양성은 오히려 더 부각되고 있다.
