지방분권에 대한 고찰 = Research on decentralization

국문 초록 (Abstract)

지방분권이란 국가와 지방자치단체 간의 적절한 권한과 책임의 배분을 의미한다. 국가와 지방자치단체는 분권을 통해 힘의 균형을 유지하고 지방의 다양성과 국가의 통일성을 유지한다. 2018년 개정된 「지방자치분권 및 지방행정체제개편에 관한 특별법」은 기존 분권의 개념에 주민의 직접 참여 확대가 추가된 “지방자치분권”을 새롭게 제시하였다.
지방분권은 지방자치 실현의 수단으로서 지방자치와 밀접한 관련이 있다. 지방분권은 주민의 참여를 통한 풀뿌리 민주주의를 가능하게 하고, 국가 경쟁력 및 다양성 확보에 기여하며, 주민의 삶의 질 향상에 도움을 준다. 다만, 지방분권은 국가와 지방자치단체 간 효율적 역할 분담의 기준이라는 점에서 지방자치와는 구별된다.
한편, 지방분권은 권한과 책임의 배분을 내용으로 하므로 당사자 간 갈등을 피할 수 없다. 하지만 지방분권의 핵심은 “조화”에 있으므로 당사자의 참여와 의사 존중이 중요하다. 또한 분권의 목표는 주민의 삶의 질 향상에 있으므로 지방분권은 주민의 생활에 긍정적 영향을 줄 수 있어야 한다.

다국어 초록 (Multilingual Abstract)

Decentralization means the allocation of appropriate authority and responsibility between the state and local governments. The state and local governments maintain a balance of power through decentralization and maintain local diversity and national unity. 「Special act on local autonomy and decentralization, and restructuring of local administrative systems」, amended in 2018, introduced the concept of "local autonomy and decentralization" with the extension of the direct participation of residents to the concept of decentralization.
Decentralization is closely related to local autonomy as a means of realizing it. Decentralization enables grassroots democracy through the participation of residents, contributes to securing national competitiveness and diversity, and helps improve the quality of life of residents. However, decentralization is distinguished from the local autonomy in that it is the basis for efficient division of roles between the state and local governments.
On the other hand, decentralization is about the allocation of authority and responsibility, so conflicts between the parties cannot be avoided. However, the core of decentralization is "harmony," so participation and respect of the parties is important. Also, decentralization should have a positive impact on people's lives as the goal of decentralization is to improve the quality of life of the people.
