혼합체제 확산의 정치체제 분류 및 분석상의 의의

국문 초록 (Abstract)

본 논문의 목적은 범세계적 차원의 “민주화” 추세 속에서 나타난 혼합체제(hybrid regime)의 증가라는 현상이 가지는 정치체제의 분류적ㆍ분석적 의의를 살펴보는 것이다. 이를 위해서 본 연구는 먼저 혼합체제의 증가 추이를 파악하고, 그로 인해 부각된 민주주의에 대한 이분법적 시각의 문제점을 지적하고자 한다. 그 다음 정치체제의 단절성과 연속성을 동시에 인정하고 혼합체제를 하나의 독립적 범주로 간주하는, 절충적 시각에 입각한 최근 연구경향을 검토하고 그 적실성을 보여주는 한편, 그러한 시각의 분석적 유용성을 향상시키기 위한 방안들을 제시한다. 특히 혼합체제를 비민주체제의 범주 내지 유형으로 간주하는 것이 바람직하다는 점과 경쟁적 권위주의에 관한 연구의 필요성을 강조한다. 마지막으로, 절충적 시각에 입각한 삼분법을 소개하고, 이분법에 비해 분석상 어떤 상대적 유용성이 있는지 한국정치의 사례를 중심으로 검토한 다음, 그러한 분석이 다른 국가 및 지역의 체제 연구에 던지는 중요한 방법론적 시사점을 검토한다.

다국어 초록 (Multilingual Abstract)

This paper examines the expansion of hybrid regimes, which accompanied the global democratization, and its significance in the classification and analysis of political regimes, It first examines the trend in the increase of the hybrid regimes and point out the limits and problems of a dichotomous approach to the distinction between democracy and nondemocracy. The paper then analyzes important recent literature on hybrid regimes and points out the eclectic approach, which considers both continuity and discontinuity of the regimes, could be a more relevant alternative. The paper argues that to increase an analytical use of the eclectic approach, it is necessary to treat hybrid regimes as a specific category of nondemocracy. And there is a need for research on competitive authoritarianism which has emerged as the most widespread type of the hybrid regimes. The paper finally introduces a trichotomous classification, examines its relative usefulness by examining the case of Korean political regimes, and looks at the important methodological implications of the analysis of the Korean case for regimes in other countries and regions.
