Recently when it is discussed about quality of life in urban area, environmental loads by transportation modes are considering as an important factor because air pollution have come to be severe condition. Therefore a new concept is needed to manage urban system with a conjoined concept which transportation capacity is joined with environmental capacity in environment field. If this kind of concept will be made perfectly, the efficiency of urban management system will be developed by measuring and managing of transportation and environmental conditions those are to be decide the quality of urban life.
Therefore, In this study, a unified, consistent new method is introduced as Transportation Environmental Capacity (TEC) concept. As an application of TEC concept, a Saturation Degree of Transportation Environmental Capacity (SDTEC) will be suggested, which can show the level of service of transportation and environmental condition in residential streets where vehicles, pedestrian and other traffic streams are interacted as first step for developing of a new concept. The validity of SDTEC will be verified through the survey conducted in Seoul and the subjects will be the residents who live at various kinds of residential streets.
