김해시 읍면지역 공장 난개발 주변 주거환경 특성연구 = A study on characteristics of residential environment nearby reckless factory establishment region in smaller towns of Gimhae city

국문 초록 (Abstract)

본 연구는 김해시 읍면지역 중 관리지역에 위치하는 공장-주거 혼재 현황을 파악하고, 공장의 유형을 분류하고 주거지와 거주민을 대상으로 주거환경특징을 조사·분석하여 문제점을 도출한 후 개선방안을 제안하는 것을 목적으로 하였다. 연구의 목적달성을 위해 공장을 입지별로 분류하고 김해시 읍면지역의 공장 현황을 분석하여 연구의 범위를 한림면과 상동면으로 축소시켰다. 다음, 유해공장으로 분류되는 공장을 유형화 하였고, 공장과 주거가 입지하는 형태에 따라 유형을 분류하였다. 또한, 각 입지 유형에 따라 마을을 분류하고 사례대상지를 선정하여 거주민을 대상으로 설문조사를 실시하는 과정을 거쳤다.
연구를 진행하며 얻어진 결과는 다음과 같이 정리 할 수 있다.
첫째, 제조 유형의 공장이 가장 많으며, 다음은 기계 유형 공장, 화학유형의 공장 순으로 나타났다.
둘째, 조사대상지의 마을의 거주민들은 시청과 면사무소 등에 공장으로 발생하는 문제점들에 대해 민원을 넣어 본 경험이 있다고 조사되었다.
셋째, 주민 설문조사 결과에서는 소음과 공해에 대한 만족도가 가장 낮았다.
넷째, 기존 마을에 공장이 무분별하게 입지하고 있으며, 특히 기존 마을의 도로를 따라 발생한 공장의 점적개발이 면적으로 확산되고 있어 마을의 경관 저해나 교통문제 발생 등의 문제점들이 야기되었다.
본 연구를 통해 얻어진 난개발에 대한 개선방안은 다음과 같다.
첫째. 공장 인근 주거지역 중 상습 민원구역에 대해서는 정기적으로 관리를 실시하고 자동측정망 시스템을 적극적으로 활용할 필요가 있다.
둘째, 민원 내용을 해결하는 방안으로 마을의 환경과 조건에 따라 마을의 조성 환경을 바꾸기 위해 공장의 정화장치나 공장의 이전 등을 실시할 수 있다.
셋째, 계획관리지역 내 종합적 관리 대책이 필요시 된다.
본 연구는 공장과 주거의 현황을 파악하고 거주민을 통해 설문조사를 실시하였다. 주관적인 조사가 중심을 이뤄 난개발의 혼재도와 마을의 소음이나 공해, 악취, 교통량 등에 관한 객관적 수치를 제시하지 않은 한계점을 가지고 있다.

다국어 초록 (Multilingual Abstract)

This study identifies the current mixed state of residential are and factory
establishments located in smaller towns of Gimhae city. It categorized plant
types and surveyed the local people on the characteristics of their
residential environment. This study aims to find the key problem of the
current state and to suggest a related solution to the issue. To achieve this,
we categorized all factory plants according to their locations and narrowed
down the scope into Hallim-myeon and Sangdong-myeon. Then, they are
classified as either harmful or harmless factories. Moreover, smaller towns
of Gimhae city are classified according to location types and a number of
residents are selected to answer the survey.
The final results of this study are as follows:
First, the biggest majority of the factories are identified to be
manufacturing factories, followed by machine factories and chemical factories
accordingly. Second, residents who answered the survey stated that they
have experience of filing a complaint to the city hall and town offices about
issues related to the factories. Third, the survey result from the residents
showed that they are least satisfied with the noise and pollution. Fourth,
factories are being recklessly established in towns and the gradual
development of these factories is expanding along the roads of original
towns. This evokes some issues related to scenery hindrance and traffic
issues.
Possible solutions to this problem are as following:
First, common residential areas with the most complaints should be
managed regularly and it should actively use the automatic monitoring
network system. Second, the installation of purifying devices in factories or
relocation of factories can be enforced to solve the scenery hindrance issue.
Third, a comprehensive management plan of the selected regions is required.
This study identified the current mixed state of factory and residential area
and surveyed the local residents. The results of the survey can be
subjective, and hence the level of the town’s noise, pollution, stink, traffic
issues can also be subjective.
