중복세대모형을 이용한 국민연금 재정정책의 평가

국문 초록 (Abstract)

출산율과 사망률이 낮아짐에 따라 우리나라의 인구 고령화는 다른 어떤 선진국보다도 급속히 진전되고 있다. 이에 따라 1988년에 도입되고 1999년에 전 국민으로 확대된 국민연금제도의 지속가능성에 의문이 제기되고 있다. 본고에서는 Auerbach and Kottlikoff(1987) 계열의 확정적 중복세대 일반균형모형을 이용하여 고령화가 경제 및 국민연금제도에 미치는 파급효과를 분석하여 본다. 분석결과 기준 시나리오하에서 국민연금 적립기금은 2063년경이 되면 소진되는 것으로 나타난다. 현행의 소득대체율을 유지하려면 보험료율이 30% 이상이 되어야 한다. 이렇게 높은 보험료율은 사회적으로 용납되기 어려운 것으로 판단된다. 이에 대한 대안으로서 본고에서는 연금보험료와 연금급여 간의 연계를 강화하는 방안과 국민연금 적립기금 소진시 이 중 일부를 정부의 일반재정에서 보전하는 방안을 살펴본다.

다국어 초록 (Multilingual Abstract)

As both the birth rate and the death rate become lower, the share of the old in the population is getting larger. As a result, the sustainability of the National Pension system is questioned. In this paper, we use a deterministic overlapping generations model to analyze the effect of the rapid aging process on the economy and the National Pension system. According the analysis, the reserve fund of the National Pension is exhausted in the year 2063 in the baseline scenario. To keep the replacement rate at the current level, the premium rate should be raised up to more than 30%. Such a high premium rate is not acceptable. As a alternative to this, we consider the policy of supporting all or a part of the deficit of reserve fund using the government tax revenue. We also analyze the effect of the strengthening the linkage between the premium and the benefit on the macroeconomic variables and the pension variables. We find that the support of the deficit of reserve fund by consumption tax revenue enhances the welfare by around 6% while the strengthening the linkage enhances the welfare by around 0.5%.
