The world is experiencing extreme weather events such as droughts, typhoons, torrential downpours, sea level rise, heat waves and tropical nights due to the ongoing global warming. These weather extremes put us at risk of personal injury, property damage, losses in critical infrastructures, extreme temperature phenomena, biodiversity losses and increasing disasters or diseases.
The central government and the 17 municipalities have established the first national countermeasures plan(2011~2015), and the second national countermeasures plan(2016~2020) for countermeasures against climate change on a national scale, and the first detailed implementation plan(2012~2016) in 2011 and the second detailed implementation plan(2017~2021) in 2017 on a provincial scale.
However, there is little specific analysis of the established plans.
At the same time, there are a number of studies that use Data-mining to get valuable information and patterns from large amounts of information and with them, to make precise predictions, since the amount of information accumulated increased as information and communication technologies have developed. Data-mining is the process of finding patterns, associations, changes, anomalies, rules and statistically significant structures or events from large amounts of information, in order to find potentially useful new patterns.
Using the Data-mining analytical method, we can analyze existing countermeasures against climate change, spot trends and find out the patterns and relationships, which will improve the efficiency of the strategy in the future.
Therefore, this study will analyze the countermeasures plans that have been established by the central government and 17 municipalities since 2008, to identify the patterns, associations, changes, rules and anomalies of the given information, to find new patterns and to become the basis for the establishment of customized climate change adaptation countermeasures.
This study aims to be foundation of planning climate change adaptation law.
I hope that this research will contribute to the improvement of adaptation capacity of climate change as a means of presenting the direction to establish future climate change adaptation measures and evaluating the established.
