북한 주요 인물의 사회연결망에 관한 연구 : 김정일의 와병(臥病) 전후 시기를 중심으로 = (A)study to social network of power elites in North Korea : focused on before and behind the time of Kim Jung-Il's illness

국문 초록 (Abstract)

북한의 김정일 국방위원장은 북한 정권 창건 60주년 기념 열병식에 모습을 드러내지 않았다. 그러나 북한에서 정권 창건 기념일 행사가 갖는 의미와 김정일이 앞선 50주년, 55주년 행사에 모두 참석하였던 전례를 감안할 때 이 행사의 불참은 굉장히 이례적인 것이었다. 이러한 정황(情況)은 결국 북한을 예의주시하고 있는 한국은 물론 전세계의 정보기관, 언론사들로 하여금 김정일의 와병설이 거의 공식적인 것으로 인식하도록 만들었다.
북한은 김일성 사망 이후 소위 선군정치라는 이름하에 비정상적인 체제를 유지하여 왔다. 따라서 김정일의 정점(頂點)으로 한 비제도화된 정치체제하에서 절대권력자의 갑작스러운 유고는 정치체제에 큰 혼란을 초래할 것이 분명하고, 이에 대비하기 위해서는 북한의 핵심 권력층, 주요 인물들에 대한 면밀하고도 다각적인 연구가 필요하다. 그러나 전세계적으로 유례를 찾아볼 수 없는 폐쇄적인 사회체제를 구축하고 있는 북한의 주요 인물을 연구하는 것은 연구자들로 하여금 언제나 힘겨운 작업을 감내하도록 만들었다. 신뢰도를 보장받기 힘든 탈북자들의 증언, 절대적으로 부족한 북한 문헌, 빈약한 방법론 등 연구를 제약하는 다양한 요인들이 여전히 암초처럼 곳곳에 산재되어 있다.
따라서 본 논문은 그동안 북한 인물 연구가 가지고 있던 한계점을 보완하기 위해 그동안 북한학에서는 거의 사용되지 않았던 사회연결망분석(social network analysis)을 적용하고자 하였다. 이러한 계량적인 분석이 북한 연구에 확실한 대안이 될 수 있을지 확언하기는 힘들지만, 북한 연구의 보폭을 넓힐 수 있다는 점에서는 나름대로의 의미를 부여할 수 있을 것으로 생각된다. 본 연구에서는 주로 중앙성(centrality) 지표를 활용하여 김정일 위원장 주변 핵심 인물들의 상호관계를 분석하였다.
분석 결과 김정일 위원장의 와병을 전후하여 주요 인물들 연결망에서 발생한 가장 큰 변화는 노동당과 국방위원회의 경쟁 구도가 형성된 것이다. 2007년부터 2008년 김 위원장의 와병 이전까지는 노동당, 국방위원회 소속 인물들의 뚜렷한 구분이 없이 혼재되어 있는 모습을 보였다. 그러나 2008년 여름 김정일의 와병 이후에는 국방위원회 소속 인물들의 연결망의 핵심부를 장악하여 권력의 중심이 이동하였음을 확인하였다. 동시에 김정일 측근 인물들의 권력이 강화되었다. 이들은 주로 국방위원회 소속 인물들이며, 김정일의 와병으로 발생한 업무, 권력 공백을 큰 문제없이 잘 보완한 것으로 평가할 수 있다.
한편, 경제·과학기술 분야의 전문관료들이 등장하였다. 이들은 자신이 담당하고 있는 분야에 대한 전문성을 인정받아 핵심적인 인물로 등장하게 되었으며, 서로 밀접한 상호작용을 하며 새로운 연결망을 구성하게 된 것을 확인하였다. 경제난에 고통을 받으면서도 ‘과학기술 강국’을 목표로 하고 있는 북한은 앞으로도 이처럼 실력과 체제에 대한 충성심을 겸비한 전문관료들을 계속하여 등용할 것이다. 그러나 이들은 가시적인 성과 유무에 따라 계속 중용되거나 철직되는 운명을 맞이할 것으로 보인다.
김정일 위원장의 와병을 전후하여 주변 인물과 조직에 나타난 여러 가지 변화들은 김정일의 와병이라는 한 가지 변수에만 의존하고 있지 않다. 남한의 이명박 정부 출범 이후 계속 악화되어온 남북관계도 국방위원회의 위상 강화, 개각(改閣) 등과 같은 내부적 변화에 일조한 측면이 있다. 앞으로도 김정일을 비롯한 북한의 파워 엘리트들의 동향을 면밀하게 조사하여 북한의 변화에 적극적으로 대처해 나가야 한다.

다국어 초록 (Multilingual Abstract)

Kim Jong-Il, the chief of Defense Committee in North Korea didn't show up to the formal military review of regime establishment 60 years memorial ceremony. However, his absence was so unprecedented case considering that he has attended all of 50 years memorial and 55 years memorial events and considering the significance of regime establishment memorial ceremony in North Korea. Due to this situation, worldwide information agencies and presses as well as South Korea which observes the North Korea become to recognize the rumor that he is in sick as formal thing.
North Korea has maintained abnormal social system under the name of so-called 'military prioritizing politics' after the death of Kim Il-Sung. Therefore, it is apparent that the sudden death of absolute powerful man under non-systematized politic system centering on Kim Jong-Il will cause so much chaos in politic system, and in order to prepare to this, it is needed close and multi-sided study to core power class and major persons in North Korea. However, researching major persons of North Korea who have been constructing unprecedented closed social system has been a difficult work to researchers. Various factors to restrict the study such as testimonies of North Korea refugees which are not reliable, so insufficient documents of North Korea, and so poor methodologies are still remained to be solved.
Therefore, in order to supple the limitation of the study to major persons in North Korea, this study intended to apply social network analysis which has been hardly used in North Korea Study. It is difficult to clearly define that such metric analysis can be a clear alternative to the study of North Korea, but may have the meaning in the aspect of broadening the limitation of North Korea Study. This study analyzed correlation of core persons of Kim Jong-Il using centrality index.
As an analyzing result, the biggest change made in major persons' network before & after the sickness of Kim Jong-Il is that the competition between Communist Party and Defense Committee is made. Before the sickness of Kim Jong-Il from 2007 to 2008, the members of Communist Party and Defense Committee were mixed without clear division. However, after the summer of 2008 when Kim became sick, it is verified that the center of power has been moved by taking over core part of connecting network of Defense Committee members, while the powers of Kim's core persons were reinforced. They are mostly the members of Defense Committee, and it can be evaluated that they have supplemented the task and power vacuum due to the sickness of Kim without big problem.
On the other side, officers in economy and scientific technology field have emerged. They have been shown up as core persons recognized their speciality to each field, and constructed new network by making close interactions for each other. In North Korea which has the aim of 'Strong Country in Science and Technology' even though in the situation of economic difficulty, specialized officers who equipped skills and the royalty to the system will be emerged continuously in future. However, it seems that they will be used continuously or be retired according to their visual results.
Various changes indicated to Kim's core persons and organizations before & after the sickness of him don't rely on only one variable. South-North Korea relationship which has been worsening after the commencement of Lee Myeong-Park Government in South Korea also made the internal changes like the position reinforcement of Defense Committee and the cabinet reshuffle. In future, we should actively cope with the change of North Korea by investigating the movement of power elites including Kim Jong-Il in North Korea.
