      본 논문의 목적은 학교에서의 학교폭력 근절과 안전한 학교환경조성을 위하여 미국 학교자원경찰제도의 내용과 평가를 고찰하고, 그 시사점을 도출하여 우리나라 학교경찰제도의 도입에 ...

      본 논문의 목적은 학교에서의 학교폭력 근절과 안전한 학교환경조성을 위하여 미국 학교자원경찰제도의 내용과 평가를 고찰하고, 그 시사점을 도출하여 우리나라 학교경찰제도의 도입에 필요한 정보를 제공하는 것이다. 먼저, 학교폭력과 학교자원경찰제도의 의의, 학교자원경찰의 개념 규정, 역사적 배경 등을 살펴보고, 미국 학교자원경찰제도의 주요 내용으로 임용권자, 목적과 역할, 자격, 선발, 훈련, 감독, 재정 지원 확보 등을 제시하였다. 그리고 학교자원경찰제도에 대한 평가는 학교폭력 및 비행의 감소, 학교의 안전성 확보 차원, 학교자원경찰에 대한 인식 차원 등을 중심으로 분석하였다.
      이를 토대로 하여 미국의 학교자원경찰제도가 학교폭력근절과 안전한 학교를 위한 측면에서 우리나라에서 제도화 할 경우 주는 시사점을 제시하면 다음과 같다. 첫째, 학교담당경찰의 자격과 능력을 명확히 하여야 한다. 둘째, 선발절차를 표준화하면서 다양한 자료를 바탕으로 유능한 학교담당경찰을 선발하는 것이 무엇보다도 중요하다. 셋째, 신규교육과 재직연수제도가 확립되어야 한다. 넷째, 학교와 경찰당국의 권한 조정과 학교담당경찰에 대한 감독 및 근무평가를 제도화하여야 한다. 다섯째, 운영에 필요한 안정적인 재원확보가 수반되어야 할 것이다.

      The purpose of the study is to provide some information necessary for the introduction of Korean school police system, reviewing the contents and evaluation of American school resource officers and drawing some suggestions for school violence eradication and safe school environment. First of all, the significance of school violence and school resource officers and the concept, regulations, and historical background of school resource officers are reviewed, and as the main contents of officers, the employer, goal and role, qualification, selection, training, monitoring, and financial support are provided. Furthermore, for the evaluation of the officers, the decrease of school violence and juvenile delinquency, the level of ensuring school security, and the level of perceiving school resource officers are analyzed.
      Based on this, if American school resource officers are systemized in Korea for school violence eradication and school safety, the following suggestions are provided. First, the qualification and ability of school police should be clarified. Second, the top priority could be the hiring competent school police based on diverse materials, standardizing selection procedure. Third, new education and on the job training system should be established. Fourth, the power of school and police should be coordinated and evaluation on school police are systemized. Fifth, the stable financial support needed for the operation of the officers.
