NGO학의 인식론적 기초 : 개념틀, 분류, 측정모형에 대하여 = Epistemological Foundations in the Studies of NGO: Centered on the Conceptual Framework, Classification, and Measuring Model

국문 초록 (Abstract)

근대 이후 인식론이 발달하게 되면서 사회과학에서 정당한 지식을 어떻게 산출할 것인가에 대한 논쟁이 확대되었다. 이러한 논쟁은 크게 경험론과 합리론의 대결로 귀결되지만, 사회과학의 창시자라고 하는 콩트를 비롯하여 스펜서, 뒤르켕, 베버, 포퍼 등이 인식론을 사이에 두고 서로 대결하였다. 인간 주체의 외부에 있는 대상을 어떻게 볼 것인가에 대한 논쟁은 신생학문이라고 할 수 있는 NGO학에서도 마찬가지다. 이 글은 NGO학에서 정당한 지식의 산출과 관련하여 연구의 기초인 개념틀, 분류, 측정모형에 대해 인식론적 차원에서 살펴보았다. NGO의 개념을 정의하는 방식에는 여러 가지가 있지만, 연구를 진행하기에 앞서 경험적인 수준에서 NGO의 성분적 속성을 밝히고, 각 구성요소간의 관계를 정립하는 것이 중요하다. 또한 NGO의 분류에서는 일정한 기준에 근거하여 포괄성, 배타성, 동일차원 등 적어도 3가지의 원칙이 적용되어야 한다. 그리고 NGO 활동과 관련된 측정모형을 개발할 때에는 정당한 지식을 산출하기 위해 개념틀 형성부터 시작하여 척도분석까지 일정한 절차를 따라야 하며, 지표개발, 설문항의 구성, 척도의 구성에서도 일정한 원칙을 지켜야 한다.

다국어 초록 (Multilingual Abstract)

Disputes have increased over how to produce reasonable knowledges in social science according to the development of epistemology after the modern society. Although the disputes were concluded into a confrontation between empiricism and rationalism, many scholars conceded their points about epistemology such as Auguste Comte, Herbert Spencer, Emile Durkheim, Max Weber, and Karl Popper. The controversy over how to see the objects outside ourselves is also reviving in the studies of nongovernmental organizations(NGOs). This paper aims to study on the conceptual framework, classification, and measuring model of NGOs in the dimension of epistemology. To make a conceptual framework of NGO, it is important to define component attributes of NGO and relate components constructing the concept of NGO. In the classification of NGOs, three principles of exhaustiveness, exclusiveness, and same level should be applied. Finally in the development of a measuring model of NGO activities, we should follow the normal procedures from the conceptual framework building to the scale analysis.
