국가연구개발 결과물 기탁 및 등록제 실시에 따른 지침 개발 = Deposit of Research&Development Outcome and Development of Guideline with Registration System Implementation

국문 초록 (Abstract)

국민의 건강과 직결되는 의·과학 연구의 핵심 원천재료인 대규모 인체자원의 확보는 바이오산업이 국가경쟁력을 주도하는 이 시점에서 아주 중요한 논의점이다. 기존의 국가 R&D 사업을 통해 생산된 많은 인체자원 연구성과물이 연구자 개인의 산유물이 되거나 체계적인 관리가 부족하여 분산, 방치되는 경우가 발생하면서 이를 개선하기 위한 방안으로 국가적으로 자원의 관리가 이뤄져, 실용화되고 활용화 되어야 한다는 필요성이 제기되었다. 최근 정부는 주도적인 노력으로 “국가연구개발사업의 관리 등에 관한 규정”을 제·개정 하였다. 이에 본 연구는 해당 규정에 준하여 국가연구사업을 통해 생산된 인체·병원체자원(인체유래자원)을 어떻게 관리(수집, 저장, 분양 등)할 것인가에 대한 관리 가이드라인을 만들고자 하였다. 질병관리본부의 기존 인체·병원체자원 관리 규정을 기본으로, 국가연구개발 결과 인체·병원체자원의 관리에 해당하는 업무를 체계화하고 일관성 있게 수행하는데 필요한 사항들을 서술하였다. 이에 앞서 현행 연구성과물 등록제 관련 법·제도를 분석하여 기탁이나 분양을 통해 자원 이전시 해당 자원의 소유권과 수수료 이슈에 대해 검토하였고, 해당 자원의 수집에서 분양까지 관리 추진체계를 도출하였다. 또한 이런 관리 추진체계와 앞에서 언급한 업무 사항을 기반으로 관리 운영가이드라인을 설계하였으며, 인체유래자원의 확보 및 활용을 위한 발전방향을 모색하였다. 기탁과 활용 증대를 위하여 기탁자와 활용자간 이익공유 방안 등을 포함한 이번 관리 가이드라인을 통해 국가연구과제에 의해 생산된 고부가가치 생물자원의 효율적으로 해당 자원을 안전보존하고 유지, 관리하여 산·학·연 연구진에게 양질의 핵심재료를 공급되고 활용되어 국가생명공학 시장 발전을 유도하고 나아가 국제 경쟁력 향상을 기대한다.

다국어 초록 (Multilingual Abstract)

Human derived materials are linked directly with public health issues in medical science research as foundation resources so securing "Human derived material" is truly important in bio-industry. But because the national R&D project doesn't have a proper managing system with certain process as a national standard for the outputs, the result, high-value added human derived material produced by the national R&D project could be broke-up or neglected so the needs to develop the managing process started by establishing operating guideline to handle the output as human derived materials are raised. Recently the legislation which is called "The Regulation for Managing of National Research and Development Projects" is passed with government-led efforts. Thus, based on this regulation, we develop the guideline about how human derived materials are collected (deposition), stored and distributed from national R&D projects. By referencing of the original regulation about managing human derived materials from KCDC (Korea Center for Disease Control & Prevention) and consulting with relevant government agencies and advisory experts, we listed and described categories to handle the output systematically and consistently. And by analyzing law and other regulations related with managing the output from the national R&D projects, the issues about the property of material and commission for material distribution are dealt with. Also we design the processing system and develop the guideline for handling material from collecting to distribution. And we work out the plan and direction for tapping and utilizing on human derived material. Through the guideline included with the plan for profit share between depositor and user (having distribution), we can expect to manage the material effectively and safely so high-quality human derived material can be supplied and utilized by researcher from university, industry and institute. And we expect improve national competitiveness by leading the development in national bio-science industry.
