지구단위계획의 효율적 운용을 위한 연구 : 대전광역시 사례를 중심으로

다국어 초록 (Multilingual Abstract)

The regional development plan is a deed of city development, and a planned means to control and to lead construction works properly. It was newly established in January 2000.
However, by the reason of the beginning stage, many problems were disclosed, such as the system of city design, interconnection of detailed plan, conflicting problems, insufficiency of linkage of the plan execution means, insufficiency of new system application, insufficiency of administrative power for performance and relation with the related business, etc.
This study tried to find out the solution of the efficient application of regional development plan by researching the related examples of regional development plan and by reviewing related laws based on the example of city development of the unit region of Daejun Metropolitan City,
This study resulted as belows :
First, a solution applicable the regional development plan is required according to each characteristics of various businesses which applicable the regional development plan.
Second, saving professional manpower and sections available to adjust and lead the prior step of regional development plan is required.
And, at the same time, it suggest to separate the guiding substance of regional development plan and then to utilize by separating as a definite adjusting means.
Third, solution should be found out that the execution power is strengthened by leading positive participation of resident and that practical outcome is returned to resident.
According to above, more detailed alternative suggestion can be arranged as :
First, a solution for expansion and application of incentive should be studied positively.
Second, each regional ordinance should be established and applied to settle and execute the division of role by private and governmental office according to the characteristic of the subject region of regional module planning.
Third, it is desirable to establish and apply a separated ordinance, and a solution of positive participation by resident should be found out for successful execution.
The results and the proposed solution suggested as above are still placed at the beginning stage of the regional development plan and it is suggested without any example of application.
So, we have to carry out and develop to more detailed scheme through the trial process during the application of regional development plan.
One task we have to solve is that a study of the more detailed substance of plan and business method should be performed based on the system of city design and the system of detailed plan which was enforced so far by our country, and also based on the example of foreign countries which made a good precedent similar to the regional development plan.
