      The applicability of raw sludge as a daily or intermediate landfill cover is investigated where the raw sludge is stabilized using quciklime as a stabilizing agent and is solidified using the converter Slag as a solidifying agent. To confirm the effect of stabilization, the variation of pH and the coliform group numbers are investigated. To confirm the effect of solidification. the uniaxial compressive strength. pH. leaching of heavy metal. and submerged effect are investigated. The microstructure analysis, SEM(Scanning Electron Microscope). EDS(Energy Dispersive x-ray Spectrometer) and XRD(X-ray Diffraction Analysis) are carried out. When the mixing ratios of quicklime are 5-20% after 2 hours, and pH contents are maintained above 12. the coliform group numbers decrease from 120.000 MPN/g to 1.00 0-3,500 MPN/g. These results are satisfied the EPA. Class B criteria. The uniaxial compressive strength of each specimen mixed with the raw sludge, the converter slag, and the quicklime with mixing ratios of 100:20:10. 100:30:15. 100:40:15 are 9.37㎏/㎠. 10.22㎏/㎠. and 12.19㎏/㎠ respectively. PH contents are tested under the Korean toxic waste criteria , 12.5 in all conditions. The leaching test shows the content below the Korean toxic waste criteria for four ions, Cu, Pb, Cd. and CP`. When finishing moist curing of specimen for one day. the differences of their weight and uniaxial compressive strength between before and after moist curing are measured. The result of this measurement shows that the differences of them are considerably little that moist curing does not affect the weight and uniaxial compressive Strength of specimen. The miciostructure analysis by SEM shows that needlelike crystals appear as the solidification proceed. The analysis of these crystals by EDS confirms that these main components are Ca, Si etc. Also, XRD analysis shows that the main solidification products are CSH, in addition. Ca(OH)₂, CAH are observed.
