정부행위자의 정책의지와 시민사회 합의를 통한 ODA 정책결정모델 = ODA Policy Decision Model through Political Will and Civil Society Cooperation

국문 초록 (Abstract)

본 연구는 공여국들의 ODA 정책을 비교분석함으로써 한국의 ODA 정책이 양적, 질적 개선을 이루는데 필요한 정책적 함의를 찾고자 하였다. 선행 연구들이 수원국 필요-공여국 이익이라는 합리적·구조주의적 관점에서 ODA 정책 결정요인과 효과성을 분석한 것과 달리 본 연구는 국내정치적 요소들(정치행위자의 정책집행의지와 국민지지도 및 시민사회 합의도출변수)을 투입한 대안적 분석틀을 제시하였다. 적극적 정책의지를 가진 정부행위자와 제도화된 시민사회의 참여가 보장된 공여국은 정부-시민 협조형 모델이다. 대표적 사례인 노르웨이, 스웨덴은 ODA 정책의 일관성과 안정성이 확보되고 ODA/GNI비율도 높다. 시민주도형 모델로 제시된 캐나다의 경우 정부행위자는 소극적인 정책 집행의지를 보였으나 시민사회의 주도적인 노력으로 2008년 ODA 책무시행령이 제정되었다. 그러나 뚜렷한 정책 목표의 부재로 ODA 정책 예산의 감소와 담당기구의 소멸 등 부정적 결과가 이어졌다. 마지막으로 한국은 정책에 대한 이해나 사회적 합의가 부재한 상황에서 소수 정치엘리트의 강력한 의지로 ODA 정책이 추진된 엘리트주도형 모델이다. 시민사회의 참여제한은 정책에 대한 무관심으로 이어져 정책 예산 증액을 어렵게 하였다. 한국이 국제사회가 기대하는 공여국의 역할을 이행하기 위해서는 정부의 적극적인 정책의지 표명과 실현 외에도 사회적 합의를 기반으로 한 시민사회 기구의 참여 제도화가 수반되어야할 것이다.

다국어 초록 (Multilingual Abstract)

The purpose of this research is to comparatively analyze the policy of international aid donor nations to qualitatively and quantitatively improve Korea’s ODA policy. Whereas previous research employed the rational-structural model of recipient necessity and donor understanding to analyse ODA policy decision factors and effectiveness, this paper examines alternate variables such as domestic politics (policy support from the political elite, support from the general populace, and social compromise). When the political elite are active in formulating policy and civil society participation is institutionalized, this can be described as a government-citizen cooperative model. Representative cases are Norway and Sweden, which maintain consistent and stable ODA policies, and have high ODA/GNI ratios. In the case of Canada’s citizen-led model, despite the passive stance of the government, civil society’s driving efforts made possible the legislation of the ODA act in 2008. However, the lack of agreement from the political elite has resulted in decreasing ODA budgets and unstable donor organizations. Lastly, Korea’s elite-led model created an inefficient and disparate international aid system, with aid policy having been crafted solely by the political elite without social agreement. The lack of civil society participation has led to lack of interest and difficulties in increasing the budget. For Korea to carry out its role as a donor state as expected by the international community, participation from civil society and social understanding is required in addition to the current government policy and initiative.
