본 연구는 스마트 팜 정책의 성공적인 이행을 위한 시사점을 도출하는 것을 목적으로 한다. 이를 위해 스마트 팜 정책과정을 시기별로 구분하고, 그 과정에서 나타는 스마트 팜 정책의 시기별 주요 사건의 특징과 정책 산출물을 분석한다. 특히 Rogers의 혁신과정 모형을 토대로 스마트 팜 정책과정을 분석한다. 본 연구는 스마트 팜 정책과정을 분석하는 질적 사례연구로서, 본 연구의 시간적 범위는 2004년 정보통신부의 u-Farm사업부터 부처 간 협력하여 스마트 팜R&D 사업을 추진하는 ‘스마트 팜 다부처 패키지 혁신기술개발’ 사업의 예비타당성조사 최종 통과 시점인 2019년 10월 28일까지이다. 연구결과 스마트 팜 정책과정은 의제설정기, 시범협력기, 농정편입기, 스마트팜 개발·확산기, 스마트농업 추진기의 다섯 기간으로 구분된다. 스마트 팜 정책은 이행 과정에서 농업정책으로서의 정체성이 확립되지만, 농업인들의 혁신 저항이 가장 큰 장애물로 나타난다. 따라서 스마트 팜 정책의 안착을 위해서는 농업인의 농업혁신에 대한 합의도출이 필수적이고, 이들이 혁신과정에 참여할 수 있는 기회가 확대되어야 한다. 또한 디지털격차가 소득격차를 야기할 수 있다는 점을 고려할 때, 디지털포용의 관점에서 농업인에 대한 지원책을 마련할 필요가 있다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to explore implications for the successful implementation of smart farm policy. To this end, the smart farm policy process is divided by period, and the characteristics and policy outputs of major events in the policy process are analyzed. In particular, the smart farm policy process is analyzed based on Rogers' innovation process model. As a result of the study, the smart farm policy process is divided into five periods: the agenda-setting period, the pilot cooperation period, the agricultural administration integration period, the smart farm development and spread period, and the smart agriculture promotion period. The smart farm policy establishes its identity as an agricultural policy in the process of implementation, but the farmers' resistance to innovation appears to be the biggest obstacle. Therefore, for the settlement of smart farm policy, it is essential for farmers to reach a consensus on agricultural innovation, and opportunities for them to participate in the innovation process should be expanded. Also, considering that the digital divide can be a cause of income inequality, it is necessary to prepare support measures for farmers from the viewpoint of digital inclusion.
