교통장애인 · 노약자 지원제도의 개선방안에 관한 연구 = A Study on the Improvement Plan of the Support System for the Disabled and the Elderly: Focused on the Administrative Support System of the National Police Agency

국문 초록 (Abstract)

우리 사회에서는 교통사고로 인해 사망하거나 중증후유장애를 입은 피해자나 그 가족의 고통과 경제적 궁핍은 날이 갈수록 심각한 실정이다. 자동차사고 피해지원 사업은 중증후유장애자, 유자녀, 피부양노부모 등에 대하여 재활보조, 장학금, 생활자금 대출 등이 이루어지고 있으나, 내용면에서나 규모면에서 실질적인 도움으로 이어지기에는 어려움이 있어 본 연구는 교통장애인 · 노약자 지원제도의 문제점을 파악하고 개선방안을 제시함을 연구목적으로 한다. 이러한 연구목적을 달성하기 위하여 이 연구는 기초법률분석, 설문조사분석의 연구방법을 활용하였으며, 교통사고의 발생 후 교통장애인 · 노약자 지원의 시간적 순서에 따라서 경찰청의 지원제도, 국토교통부의 지원제도, 교통안전공단의 지원제도 등이 있으나 경찰청의 지원제도 중심으로 교통장애인 · 노약자의 지원제도 및 정책을 분석하고자 한다. 경찰청은 교통장애인 · 노약자 유관기관과 연계해서 교통사고로 인한 피해자들에 지원제도를 실시해 오고 있는데, 일반운전자와 시민들은 교통사고 접수증 발급제도를 잘 모르고 있어 발급제도의 인식 제고를 위해서 대국민 경찰홍보를 강화하고, 전 교통경찰의 역량을 결집하여 지속적인 무보험차량 단속과 교통범죄예방을 위한 정책대안을 개발하는 것이 교통사고를 획기적으로 줄여 나가는 첫 단계가 될 것이다. 그리고 교통장애인 · 노약자를 효과적으로 지원하기 위한 정책제언을 하였다.

In our society, the suffering and economic hardship of the victim or his / her family who have died due to traffic accidents or suffered severe aftereffects are increasingly serious. In the automobile accident victim support project, rehabilitation aid, scholarship, and life fund loan are provided for severely handicapped persons, children with disabilities, and elderly people with skin, but there is difficulty in reaching practical help in terms of contents and size. The purpose of this research is to identify the problems of the support system for the disabled and the elderly and to suggest improvement plans. In order to achieve the purpose of this study, this study used research methods of basic law analysis and survey analysis. In addition, according to the time order of transportation disabled person and elderly person support after traffic accident, And the support system of the Korea Transportation Safety Authority. However, the support system of the police agency will analyze the support system and policies of the disabled and the elderly. The National Police Agency has been providing assistance to victims of traffic accidents in connection with transportation disabled and elderly people s organizations. However, general drivers and citizens do not know how to issue a traffic accident receipt. And strengthening the capacity of the former traffic police to continuously develop policy alternatives to prevent unauthorized vehicles and traffic crimes will be the first step to drastically reduce traffic accidents. And suggested policies to effectively support the disabled and the elderly.
