The Korean economy has been growing at an unbelievable pace over the past 30 years through several Economic Development Plans since 1969. The rapid and incessant growth of economy has accelerated urbanization, which led to the concentration of all functions of economy and society on a certain area. An increase in urban population and industrial facilities followed by the urbanization inevitably brought about the change of urban spatial structures.
The paper is on how the change of spatial structure of a city re-arranges the commercial structures of the already existing commercial areas with examples on the New City of Ansan.
The contents of the paper can be summed up as follows.
First, Commercial and administrative areas were concentrated on a newly set up downtown around Joong-Ang station, which subsequently became the center of transportation.
Second, commercial areas could not be expanded without good transportation systems such as free way and subway.
Third, an increase in population by as many as 140,000 which accompanies the creation of a big uptown areas by the Two Ansan New-City Development Plans, could remarkably boom the economies of the commercial areas at once around the station and around Han-Yang University Campus at Ansan.
Fourth, effective logistics facilities and parking spaces are needed to attract customers. Efficient investment & development policies, transportation network which conveniently connect to other popular areas, as well as positive coordination with a local government are essential for the activation of the commercial areas.
Various functions of downtown areas are taken into consideration in Housing-Land Development Plans for Ansan city, It is a great progress when compared with the temporary and uniform housing land development for other old cities. But quite a large degree of concern on qualitative matters is necessary because convenience of life receives too much attention in Ansan-city developing plans. Therefore, positive planning and practicing with concern on improving quality matters are required in New-city development plans from now on.
