일본의 노인자살예방정책 고찰 = A study on the Elders Suicide Prevention Policy based on the Social Exclusion and Inclusion in Japan

국문 초록 (Abstract)

본 논문은 일본의 노인자살대응정책을 사회적배제와 포섭의 관점에서 고찰한 것이다. 일본 은 10여 년의 자살대응정책이 계속됨에도 불구하고 노인자살률의 비율은 현저히 감소하지 않는 것에 주목하고 그 원인을 사회적 배제와 포섭의 관점에서 탐색하였다. 일본 노인자살대응정책이 포섭적 대응인가에 대한 분석을 위해 첫째, 정책내용에서 얼마나 다차원적 내용을 포함하는가, 둘째, 정책예산은 다차원적으로 배치되고 있는가, 셋째, 정책의 추진주체는 얼마 나 다차원적으로 관련되어 있는가를 중심으로 분석하였다. 그 결과, 정책내용에서는 포괄적 부분들을 다루고 있으나 여전히 노인에 대한 대응에서는 정신건강적 측면에 집중되는 경향 이 있으며 경제적 곤란에 대한 생활보호 강화, 사회보장의 충실의 포섭적 제도수정은 보이지 않았다. 또한 예산의 배치와 집중에서는 정신건강완화에 대한 예산배정이 집중되었으며 대상별로는 경영자 에 집중되어 노인층의 소외를 볼 수 있다. 정책추진주체의 다차원적 대응에 서는 정신보건중심의 기관연계에서 확대하여 지역사회 복지활동 및 제도수정의 실행을 위 해서 지역사회 복지기관 및 학계, 주민단체 등의 다양한 기관과의 연계가 요구되었다.

This paper examines the policy of elders suicide prevention in Japan based on the social exclusion and inclusion. Even though suicide countermeasure is continuing more than a decade in Japan we noticed that the proportion of elders suicide doesn`t decrease and the cause and countermeasure researched in terms of social exclusion and inclusion. The countermeasure elders suicide in Japan for analysis about subsumed action analyzed with the central point the first, how policy contents include multidimensional content second, how policy budget arranges multi-dimensionally third, how the main body of policy has connection with multi-dimensionally. As a result, policy contents deal with comprehensive parts but coping with elders still tends to focus on aspects of mental health and is not mentioned with strengthen welfare about financially-troubled, faithful subsumed revising system of social security. Also, placement and concentration of budget concentrated budget allocation about eased the mental health and you can see disadvantaged elders the subject of owners. Multidimensional action of the subject of policy propulsion in flared by institutional liaison in the center of mental health to practice community welfare activities as well as revising system demanded the connection with various agencies: a com-munity welfare organs, academic worlds, resident groups, etc.
