교육과정의 질 개념화 방향 탐색 = How to conceptualize the quality of curriculum?

Korean national school curriculum has been revised and reformed occasionally since it was first introduced in 1945 by the US military government in Korea, but it is not quite clear whether the national school curriculum is indeed improved through these processes, and if so in what senses it is. This paper is an attempt to review such questions: what are the criteria against to which we can judge that some curricula are better in their qualities than others. How can we conceptualize the meaning of the ``quality`` of school curriculum? I reviewed several areas of arguments that can be regarded as related to the concepts of the quality of school curriculum: general theories of curriculum, theories and researches on curriculum evaluation, arguments about school curriculum reform, and international comparative studies on school curriculum, etc. On the basis of these review, I argue and suggest some guidelines for the conceptualization of the quality of school curriculum: we need to admit diverse views on and approaches to the conceptualization of the quality of school curriculum as a cluster of features of the concept rather than to insist a single feature as the absolute and the essential; we need to focus on the curriculum documents themselves as the concrete products, as well as the processes of rational curriculum development; the depth and the rigor of subjects contents need to be considered as the utmost important features of curriculum quality; and we need to emphasize the intrinsic values of education over the instrumental ones, whatever they may mean. In the revision or reform of school curriculum, it must be clearly stated and justified what are the main points of revision and how they will improve which aspects of the quality of the curriculum.
