이라크전을 통해본 국방물류체계의 발전방안 연구 -육군군수체계를 중심으로- = The Development Strategy of Defense Logistics System via Study of the Iraq War: Focused on the Korean Army Logistics System

국문 초록 (Abstract)

본 연구 논문에서는 미 육군의 군수개혁과 최근 발생한 이라크전에 대한 군수분석을 통해 물류체계에 주는 시사점을 분석하고 우리군의 물류체계의 현상을 진단하여 발전방안을 제시하는 것이다. 현재 우리 국방물류체계는 인력, 물량중심의 다단계 군수지원체계로 비효율적인 업무가 이루어지고 있고 물류기반시설이 낙후되어 있고 군수부대 중심의 Push형 지원체계를 유지하고 있다. 따라서 국방물류체계는 최신 첨단기술을 활용하여 속도물류를 실현시켜야 한다. 즉 무선신호를 사용하여 사물을 자동 식별하는 RFID(Radio Frequency Identification)기술과 GPS(Global Positioning System)를 이용하여 이동제대의 위치를 실시간 파악할 수 있어야 하며, 원활한 이동통제를 위한 이동추적기술과 신속한 적재가 가능한 통합적재기술 등이 군에 활용되어야 한다. 그리고 창고는 부품관리 및 보관, 완제품의 보관 등을 위한 창고 업무를 합리적으로 개선할 수 있는 자동화 창고가 도입되어야 한다. 또한 단일화된 물류체계의 수송시스템으로 개선되어 신속한 지원이 가능하도록 하고 이동간에는 GPS시스템을 통해 교통정보와 최적의 수송로를 제공 받도록 하여야 한다. 그리고 공급체인관리 기법을 통한 Pull형 지원체계로 개선되어야 하며 이를 위해 공급체인관리 기법을 우리 실정에 맞게 적용해야 한다.

다국어 초록 (Multilingual Abstract)

The objective of this paper is to reconsider our current logistics system and suggest a development strategy by analyzing RML (Revolution in Military Logistics) in the US army and logistics support in the Iraq War. The US Army has constructed high-speed logistics system through RML by taking advantage of high technology, and the result appeared in the Iraq War. Logistics supports in the Iraq War attained the total asset visibility and focused logistics by using the RFID (Radio Frequency Identification), Just-In-Time System, etc. However, our national defense logistics system has been inefficient in the process of using excess support system layers. Additionally, the infrastructure of logistics system isn`t state of the art technology and is still following the `Push-type` support system. Therefore, our national defense logistics system should adopt high-speed logistics which is taking advantage of high technology. In other words, we should attain the real-time total asset visibility via using RFID technology, construct high-tech warehouse which would make quick loading possible, improve our support system to the `Pull-type` support system through SCM (Supply Chain Management) techniques and apply it appropriately according to our circumstances.
