After the opening of ports to foreigners, the government of Joseon Dynasty adopted a measure to enrich and empower the country, based on the principle of preserving DongDo-SeoGi(東道西器). In the latter half of 1880s, government of Joseon Dynasty had a plan for a national education system. In 1886, the government reorganized traditional educational facilities with a focus on KagHak(講學) of Confucian studies, and systemized the educational facilities nationwide on the GyeongHakWon(經學院) basis. In the capital of the country the government established Royal College(育英公院), an educational institute of actual affairs.
Kabo Reform, carried out by Enlightment Faction, proposed a civilizationoriented practical education, and the reform adopted a new education system (新學制). After the King Gojong’s return to the royal palace, the government attempted to establish an independent sovereignty of the country. Joseon government attempted to reorganize and reform Confucian educational institutes nationwide, but their efforts were blocked in its early stage by followers of Western culture and Enlightment Faction.
