지방정부 개방성에 관한 개념화 연구 = Conceptualization of Local Government Openness

다국어 초록 (Multilingual Abstract)

The purpose of this research is to define ‘openness’ of local government. The local governance structure enables local governments to interact with external policy actors,such as the central government, other local governments, global society, local corporations, local citizens, NGOs, and local media. Moreover, local governments should consider diverse contexts, including the dominant values, norms, culture,institutions, time and space, and political and economic conditions in which they operate. This study presents a theoretical discussion regarding the openness of local governments, provides an operational definition of ‘openness’ in this context, and suggests the reasons that local governments open themselves to other actors. This study defines the openness of local government as the degree to which local government interacts with external environments. Openness can be utilized as a precondition for responsibility, transparency, and other desired attributes of local governments.
