전기통신금융사기 대응에 대한 연구 : 체계적 문헌고찰과 텍스트 마이닝을 바탕으로 = A study on the telecommunications-based financial fraud response : based on systematic review and text-mining

국문 초록 (Abstract)

본 연구는 국내에서 상당한 심각성을 보이는 사기범죄에 대응하여, 범정부 통합신고대응센터의 설립 및 사기정보분석원 추진의 시기에 발맞추어, 전기통신금융사기의 중요한 범죄적 특성인 사기범들이 활용하는 ‘문자정보’에 대응하기 위한 방법을 도출하고자 하였다. 이를 위해, 해외에서 역시 전기통신금융사기에 대응하기 위해 역량을 기울이는 분야가 사기에 대한 사전탐지인 것을 텍스트 마이닝을 통해 확인하였고, 이에 대한 효과적인 국내적용을 위한 사기관련 문자정보의 사전탐지에의 중요 시사점을 찾고자, 국내의 대표적인 3개의 학술DB를 대상으로 체계적 문헌고찰 방법론을 적용하여 주요 논문들을 추출하였다. 그 결과 총 11개의 논문을 최종적으로 추출하였으며, 해당 논문들에 대한 분석을 통해 향후 국내기관에서 효과적인 사기관련 문자정보 분석업무를 수행하기 위한 행정적(사기범죄의 경향 변화에 따른 용역업체와의 계약 및 분석에 활용하는 범죄데이터의 주권 문제), 기술적 시사점(한국어 특성반영, URL세부정보 분석, 최신 범죄경향을 반영한 문자별 가중치 적용)들을 도출하였다.

다국어 초록 (Multilingual Abstract)

In response to the seriousness of fraud crimes in Korea, and in line with the establishment of the Integrated Reporting and Response Centre and the promotion of the Fraud Information Analysis Institute, this study sought to identify ways to respond to "texts" used by fraudsters as an important criminal characteristic of telecommunication financial fraud. To this end, we confirmed through text-mining that fraud pre-detection is an area where overseas countries are also making efforts to respond to telecom fraud, and to find important implications for the pre-detection of fraud-related text information for effective application, we applied a systematic review methodology to three representative academic databases in Korea and extracted key articles. As a result, a total of 11 papers were finally extracted, and through the analysis of these papers, administrative (contracting with service providers according to changes in the trend of fraudulent crimes and the sovereignty of criminal data used for analysis) and technical (reflecting Korean characteristics, analysing URL details, and applying weighting for each character reflecting the latest crime trends) implications were derived for effective fraud-related text information analysis in domestic institutions in the future.
