러시아의 중앙아시아정책과 다자주의 = Russia's Policy toward Central Asia and Multilateralism

다국어 초록 (Multilingual Abstract)

Russia's withdrawal and indifference toward Central Asia in early and mid 1990's led to the state of 'power vacuum' in this region, so 'great game' among major powers within and out of Central Asia has reemerged. Still, Russia is the most influential player of this 'great game', affecting not only the overall strategic environment of Central Asia but also the political situations of Central Asian countries both domestic and abroad. Russia had integrated and dominated Central Asia from mid 19th century to the collapse of the Soviet Union. However, even after that, Russia has built cooperation and integration mechanism both in bilateral and multilateral level and has been keeping close cooperative relationships with the countries in the region.


Russia has been actively advocating 'multilateralism' to achieve the immediate goals of foreign affairs and national security policy. Along with the reemergence of Russia as a great power, multilateralism is promoted best among the countries of the Commonwealth of Independent States(CIS). Russia's resurge as one of the world powers under Putin administration provided the ground for strengthening the CIS policy and it also vitalizes the multilateral political, economic, security cooperation in the region under Russian leadership and with the support from the pro-Russia countries. The multilateral cooperation between Russia and CIS countries is most active in Central Asia because Russia regards Central Asia strategically important and applies multilateralism to expand and maintain its influence in the region.


This paper will examine the change path of Russia's Central Asia policy after the collapse of the Soviet Union and analyze how Russia utilizes multilateralism to recover and maintain its influence in Central Asia.
