허베이 스피리트 호 기름유출사고로 인한 자연자원의존공동체의 변화: 모항지역 해녀들을 중심으로

국문 초록 (Abstract)

본 연구의 목적은 환경과 문화 사이의 상호작용을 설명하는 문화생태학적 관점에서, 2007년 12월 7일 태안군 앞 바다에서 발생한 대규모 기름유출사고가 구포리 해녀공동체에 미친 경제적, 사회적, 심리적 영향을 밝히는 것이다. 사고발생 4년 4개월이 지났는데도, 구포리 해녀들의 주요 수입원인 전복과 해삼이 정상적으로 산란․성장할 수 있는 수준으로 바다환경이 회복되지 않았다. 따라서 사고이전과 비교하면 작업할 수 있는 어장과 수입이 크게 줄어들었다. 하지만 이러한 경제적 피해가 구포리 해녀공동체 전체의 갈등으로 확산되지는 않았다. 그러한 이유는 해녀라는 직업적 동질성으로 인해 같은 수준의 피해를 입었을 뿐만 아니라 제주도를 떠나 살아온 유사한 생애경험, 일과 놀이를 함께 하면서 형성해 온 강한 동료의식이 갈등의 방어력 변수로 작용하였기 때문이다. 오히려 심각한 갈등은 마을어장의 입어권을 둘러싸고 구포리 해녀와 이웃 마을 어촌계 사이에서 발생했다. 이러한 갈등의 근본 원인은 마을어장의 경제적 가치가 높아지면서 외부의 상업자본이 마을로 침투해 들어온 데 있다. 마을어장에 대한 입어권을 둘러싼 갈등이 기름유출사고에서 직접 기인한 것은 아니지만, 사고이후 해녀들에게 더 위협적으로 다가오고 있었다. 또한, 해녀들은 바다에 대한 장소감의 상실로 인해 심리적 무력감을 호소하였다. 해녀들은 바다환경에 철저하게 종속된 존재이다. 따라서 이번과 같은 대형 기름유출사고는 해녀들이 적응할 수 있는 능력을 넘어선 치명적인 사회재난이라고 할 수 있다.

다국어 초록 (Multilingual Abstract)

This study aims to examine the economic, social, and psychological impacts of the large-scale Oil Spill Incident that occurred in the coastal waters of Taean-gun in December 7th, 2007 on Gupori’s Haenyeo (female divers) community from the view of cultural ecology to explain interaction between environment and culture. Although it has been four years and four months after the incident, the village fishery’s marine environment has not been fully recovered yet to the level that the ear shells and sea cucumbers, Gupori Haenyeo’s chief sources of income, grow normally laying eggs. Thus, compared with the situation before the incident, the fishery to work on and income have been significantly reduced. However, such financial damage did not lead to the overall conflicts in Gupori Haenyeo community. It is because the Haenyeo saw the same degree of damage on account of their occupational homogeneity and also their similar life experience of leaving Jeju-do for living and a strong sense of comradeship formed from the work and play worked as a variable of defensive power against the conflicts.
