예술가 창업지원 정책 개선 방안 연구 = A Study on Improvement of Support Policy for Artist Startup

This research aims to explore the way to promote artist startup. Through conceptual understanding of artist startup, its characteristics are defined. Then, the domestic and foreign support systems for artist startup are analyzed with implications. Based on that analysis and implications, interviews and policy seminar were conducted. In result, firstly, a basis for the direction, object selection, contents, and methods of supports should be established through clear definition of artist startup. To achieve this, in-depth discussions should be made about the value and vision of the artist startup through discovering examples of successful artist startup and monitoring its process. Second, it is necessary to supplement the support system for each phase of the startup process: Artists’ awareness on startup for the phase of education and training, diverse platforms for ideas sharing for the phase of creating ideas, the strategies based on art sectors and art making processes for commercialization phase, and failure analysis and further supports for rechallenge phase. Third, steady and stable support projects should be implemented along with workers having business experiences and follow-up measures and management after support should be organized. Forth, through communication between agencies, efforts will be made to expand the support system and extend the support system through active promotion and cooperation with the general startup support systems.

국문 초록 (Abstract)

본 연구는 예술가 창업지원 정책 개선 방안을 모색하기 위한 목적으로 수행되었다. 예술가 창업의 개념적 정의를 통해 예술가 창업의 특성을 살펴보고, 국내외 예술가 창업 지원 사례 분석을 통해서 시사점을 도출하였다. 이를 바탕으로 전문가 면담과 정책 세미나를 통해서 예술가 창업지원 정책 개선 방안을 다음과 같이 제안하였다. 첫째, 예술가 창업에 대한 명확한 정의를 통해서 예술가 창업 지원 제도의 방향, 대상 선정, 지원 내용 및 방법에 대한 근거를 마련해야 한다. 이를 위해서는 성공적인 예술가 창업 사례 발굴 및 창업과정 모니터링을 통한 예술가 창업의 가치와 비전에 대한 심층적인 논의가 이루어져야 할 것이다. 둘째, 창업 단계별 지원 제도의 보완이 필요하다. 교육·훈련 단계에서는 창업에 대한 예술가들의 인식 개선과 시장 형성을, 아이디어창출 단계에서는 아이디어 공유를 위한 다양한 플랫폼 구축, 사업화 단계에서는 예술분야의 특성 및 창작 과정에 따른 지원을 다양화, 재도전 단계는 창업의 실패와 장애요인 분석에 대한 연구 및 추가 지원이 이루어져야 할 것이다. 셋째, 안정적인 예술가 창업 지원 제도를 구축을 위해서는 지속적인 지원을 통해 풍부한 실무 경험을 갖춘 실무자를 양성하고, 지원 후 후속 조치와 관리를 체계화한다. 넷째, 기관 간의 소통으로 통해서 지원 제도를 체계화하고, 적극적인 홍보와 일반 창업 지원정책와의 연계를 통해서 지원정책을 확대해 나가려는 노력이 필요할 것이다.
