Due to a shift in cultural tourism circumstances and transformation of market strategy in industry, regions are encouraged to secure competitive advantage by building in build in sustainable components to enhance the city's brand and image identity. Regional festivals as cultural tourism events aim to support the city's competitiveness by integrating multiple goals and generating positive outcomes. In the past two decades, the quantity of regional festivals has increased rapidly, and at the same time it has caused some social problems. Regional festivals that rely on government-led public resources, have faced the challenge of a lack of operational consistency despite their positive functions. Competency in delivering regional festivals that incorporate sustainable components needs to be strengthened to enhance resource efficiencies and the capture the potential value of the host city through active support of community members and fiscal independence.
This research focuses on creating conditions for the sustainable power circulation with regional identity-based festivals while fostering citizens' empathy became a practical driving force that delivers an economic boost to the region. Regional festival's continuous operation viability which complements the local people's economy is confirmed, based on the case of city brand Yellow City-linked ecology and the Hwangryong River Yellow Flower Festival in Jangseong-gun. The purpose of this study is to create a foundation for endogenous development by empowering sustainable competitive edge with the economic effectiveness of regional festivals as a social infrastructure industry for local image management under a comprehensive administrative planning function.
The study consists of theoretical considerations through literature reviews, empirical research and survey analysis. Based on the understanding of regional festivals as cultural tourism events, the sustainable components of regional festivals are organized into five categories: sociocultural, economic, environmental·ecological, political administration, and operational management sustainable viability. The survey focused on identifying the economic effectiveness, supportive attitude, and utilization satisfaction as the continuous operation viability aspect of the regional festival. And the following characteristics are derived from the analysis on the perception differences and correlation between concepts according to the characteristics of the visitors.
Hwangryong River Yellow Flower Festival secured positive factors for steady operation due to the high rates of revisit, locals' participation and satisfaction evaluation, but needs to induce long distance visitors by supplementing various paid-experience programs, local specialties sales and linked-services. In order to achieve financial independence for sustainable development to a Cultural Tourism Festival(selected by Ministry of Culture, Sports, and Tourism), concerted efforts should be made to transform the citizens' perception positively on direct economic effects such as admission fees.
In the questionnaire regarding the admission fee assuming the circumstances of collection under the premise of local consumable coupon provision, valid perception differences were confirmed by age, educational background and visiting purpose. Visitors in over 50s bracket, less educated, local specialties and food-purpose groups showed the most positive perception for the economic effectiveness through the revenue from admission fees while, visitors in the teenage, higher educated and socializing-purpose groups showed relatively negative perceptions. According to analysis results, valid perception differences are also found out about the economic effectiveness on paid experience programs and stay type · accommodation linked tourism by age and visiting purpose. Respective measures are proposed to cultivate the regional economy revitalization for each visitor group with the consideration of resulted characteristics in analysis.
As a result of analysis of the correlation between the operational consistency impacts of the regional festival demonstrated a high level of correlation for all components. And between impact of economic effectiveness and utilization satisfaction on the supportive attitude of participants was the most significant. Several characteristics of visitors showed differences relating to sustainable operation perceptions as follows: by age, educational background and visiting purpose in economic effectiveness and utilization satisfaction perception differences, and by visiting purpose in supportive attitude perception.
The results of this thesis demonstrates visitors' recognition of utilization satisfaction, supportive attitude, and economic effectiveness are closely interrelated and impacted on by the operational consistency of regional festivals. It is expected that empowering the circular energy generation, combined with the event-led strategy by securing the sustainable operation of the Hwangryong River Yellow Flower Festival will enhance the city competitiveness. This study provides measures on relevant factors of each characteristics derived from analyzed results and suggests further study necessary for implementing these measures directly.
