장애인 고용촉진정책에 관한 연구

국문 초록 (Abstract)

현대산업사회가 낳은 기계문명과 산업재해와 교통사고 등으로 선천적 장애인과 더불어 후천적 장애인이 증가되고 있다. 이들 장애인 복지의 최대목표는 장애인이 평등한 인간으로서 모든 사회활동에 참여하고 경제적 자립을 도모하는 것이다. 장애인 복지의 목표점을 장애인의 사회적 통합으로 볼 때, 우리는 장애인이 인격적·사회적 존재로서 자신의 지위를 확보하고, 사회구성원으로서 자립 할 수 있도록 보다 적극적으로 취업기회를 제공하는 한편, 안정된 직업생활이 유지되도록 노력하지 않으면 안 될 것이다.
취업기회의 제공과 보장은 장애인의 인간으로서의 존엄과 가치의 인정이며 장애인에 대한 생존권과 근로권의 실현이라고 볼 수 있다. 그리하여 국가와 기업은 장애인 고용에 대한 적극적인 정책의 수립과 이행으로 장애인의 사회참여를 통한 정상화의 실현과 평등화를 추구하여야할 책임이 주어진다.
최근 정부가 장애인의 취업에 대한 중요성을 인식하여 1990년 1월에 「장애인고용촉진등에관한법률」이 제정·공표 되었으며, 2000년 1월 ‘생산적 복지구현’의 이념 하에 직업재활의 단계적 지원과 중증장애인에 대한 특별지원 등 장애인들의 경제활동을 위하 종합적이고 효율적인 제도가 되도록 「장애인고용촉진 및 직업재활법」으로 개편하여 시행하고 있다. 따라서 장애인 고용이 원활히 이루어지기 위하여 장애인의 장애정도, 유형, 특성에 대한 올바른 이해를 기초로 하여 현실적이고 실제적인 직업훈련 과정의 개선과 재정비, 전문 인력의 양성과 활용, 작업환경의 개선이 이루어져야 할 것이다.

다국어 초록 (Multilingual Abstract)

The most important goal for the welfare of the disabled is their integration into the society as an equal human being and the retain financial independence. The opportunity to be independent financial is therefore the most effective way of integration with the society as a whole.
The article reviews the concerns about the disabled and the policy system by which the disabled can sustain their lives as a member of the society.
The genuine welfare of the disabled warrants life support, ability realization, and market activities of the disabled. This is indispensable requirements for welfare of the handicapped in terms of ideology of human dignity. Korea has established substantial law system of incapacitated people by introduction of employment promotion of the handicapped.
Nevertheless, the current employments of the disabled in Korea have shown no differences so far. By comparison with Japan and Korea, korean employment policies for the disabled are not so effective because this policy can be hindered by the antipathy against the disabled person.
This means that job possibility for the disabled depends not only on the employment policy but also on the social circumstances.
As the conclusion the government must take more active role for the disabled to improve the disabled person, so it must establish special treatment policy in the recruitment and promotion in the work place.
In that meaning the government must establish the policy to get rid of disadvantage for the disabled person in the work place.
