충청남도 사회양극화 정책 평가 및 시사점 = Evaluation and Implications of Chungcheongnam-do’s Social Polarization Policies

국문 초록 (Abstract)

불평등과 양극화는 우리사회의 핵심의제가 된지 오래다. 충남도에서도 민선 7기에 들어 불평등과 양극화 문제를 도정 핵심과제로 설정하고 이를 해소하기 위해 다양한 정책을 실시하고 있다. 따라서 본 연구에서는 우리 사회의 불평등과 양극화의 배경과 원인을 살펴보고 충청남도 사회양극화 관련 정책을 평가하고 정책적 시사점을 제시했다. 특히 본 연구에서는 충청남도 도정평가단을 대상으로 사회양극화 정책 중에서도 핵심 정책이라고 할 수 있는 무상정책, 수당정책, 공제지원정책, 주택지원정책 등 크게 4가지 정책을 대상으로 각각의 정책 선호도를 평가하고 이러한 정책의 확장성에 대해서도 알아봤다. 여기서 나온 결과들은 향후 충남도 사회양극화 해소를 위한 정책을 지속적으로 추진하는 데 여러 시사점을 제공할 것으로 기대한다.

Inequality and polarization have long been on the core agenda of our society. In Chungcheongnam-do, in the seventh term of the popular election since 1995, inequality and polarization issues have been set as key issues for the government, and various policies are being implemented to resolve them. Therefore, in this study, the background and causes of inequality and polarization in our society are examined, and policies related to social polarization in Chungcheongnam-do are evaluated, and policy implications were presented.
In particular, in this study, the policy preference of the Policy Evaluation Group of Chungcheongnam-do was evaluated for each of the four major policies, namely the free policy, allowance policy, insurance policy, and housing provision policy, which can be said to be core policies among social polarization policies. The scalability of policies was also investigated. The results obtained here are expected to provide several implications for the continuous promotion of policies for resolving social polarization in Chungcheongnam-do.
