오염허가증 거래제도와 활용방안 = Tradable Pollution permit system and Its Application in Korea

This study deals with the Tradable Pollution Permits System, which is an economic way of pollution control as a poassible alternative for Korean environ-mental policy. The Tadable Pollution Permits System is an indirect way of regulation which allows certain latitude of autonomy to the regulated. However, It is different froth Effluent Charge System in that it has some measures for di-rect regulation to put the total of emissions quantity under certain control.
The Tradable Pollution Permits System has seldom been applied hut to some cases of air po1lution, control by the US EPA. But this study suggests that Korea could benefit from this economic device which has a wide range of poss-ible application. From the regulatory measure, It maintains, the country could
possibly find a way to achieve the sustainable goal -economic development within environmental capacity.
