적극적 노동시장정책을 위한 미국 실업보험제도의 변화와 시사점 = Active Labor Market Policies and Unemployment Insurance in the United States

Active Labor Market Policies and Unemployment Insurance in the United StatesSoh-yeong Kim This article describes the characteristics of the Unemployment Insurance(hereinafter UI) in the United States by reviewing the active labor market context for UI policy. In 1935, an unemployment system was established in order to provide economic security for workers during periods of temporary unemployment. Over the years the UI system which relies on cooperative federal-state programs has changed in response to demands placed on the system by unpredictable economic events. The most effective way to provide income security to jobless persons is to help them find new jobs. By supporting a return to work, the UI system can provide income security to more people with lower costs per person. For several decades Congress took a piecemeal approach and adopted various programs to encourage job training and placement for the chronically unemployed, i.e., Welfare-to-Work Partnership, Worker Profiling and Reemployment Services, employment services in One-stop Career Center, etc. It has been suggested that the employment services be integrated with other services since job search assistance and access to labor market information is crucial in finding a job, which is the ultimate goal of the workforce system. Also worth emphasizing, employers should be given an incentive to post jobs with the public employment service at the same time they post jobs through private internet job search systems.

1990년대 이후 고학력화가 급속히 진전됨에 따라 하향취업 문제와 이로 미국의 실업보험제도는 애초에 순수보험형 실업보상제도로서 출발하였으나, 노동시장의 구조변화에 부응하여 직업안정 및 직업훈련과의 연계를 강화하는 방향으로 변화되어 왔다. 실업보험이 재취업서비스를 위한 프로그램을 강화할수록, 경우에 따라서는 사회보험의 원칙과 사회적 타당성이 충돌 내지 경합할 수 있으므로, 이러한 측면에서 미국 실업보험의 사회보험적 성격은 점차 희박해지고 있다고 볼 수 있다. 최근에는 고실업과 예산 부족으로 인해, 실업보험정책은 어떻게 하면 지출을 덜하면서 더 많은 수급자에게 적절한 경제적 안정을 부여할 수 있느냐에 초점을 맞추고 있다. 적극적 노동시장정책을 위한 미국 실업보험제도의 경험이 우리에게 주는 시사점은, 실업급여의 목적에 맞추어 수급률을 제고하되, 동시에 도덕적 해이를 방지할 수 있는 장치가 마련되어야 한다는 것과, 직업상담서비스와 실업급여 프로그램의 연계를 강화시킬 필요가 있다는 것으로 요약할 수 있다.
