      The age of local autonomy was begun through four local elections on June 27, 1995. The local council stands for the opinions and interests of residents and watches and checks an executive organ based on the logic of check and balance. In addition, it is responsible for controlling the dispute and conflict within its district and developing the local community stably through its activities. However the problems local council has in the modern society have been more complicated and diversified and the citizens' public opinions and watches which require to settle these problems are more consolidated. To cope with such a trend, the professional assistance of council activities at local council office is required. Therefore, this study analyzes the actual conditions and problems of organization, personnel changes and finance at local council office in relation to the assistance of local council activities by local council office and seeks the method for promoting the public officials' roles.
      The matters to be improved by areas are as follows;
      First, as the improvement methods of organization, the function of research which is scattered for the independence and activation of organization should be unified in order that local council measures the demands of administrative organs and can form an organization according to the rational standard and independent training system of officers is suggested. Appointment qualification of professional committee is suggested in order that it can be legalized as the parliamentary law.
      Second, as the improvement methods of personnel policy, council office should be created in order to solve an inefficiency of roles assisting the council activities occurred because the chief of local government has the appointment right, the right of personnel management should be independent in order that local council can appoint the public officials of local council office, rating system should be improved and personnel exchanges within council are suggested as well as correction of frequent personnel changes. And the methods which can secure the specialty with the creation of legal investigation office and the operation of part-time office are suggested. The improvement methods by each area are as follows.
      Third, the matters to be improved for financial conditions are increase of lobbying cost and allowance for the officers at local council office and the enhancement of their specialty through motivation. The range of autonomous budgeteering should be extended by mitigating the restriction standard of budgeteering by local council, the number of current excess members of local council should be reduced and the remuneration corresponding to their status should be paid, budget execution standard according to council activities should be mitigated and its specialty in auditing budget execution should be recognized.
