국문 초록 (Abstract)

트럼프 행정부 2기의 출범으로 미국의 공공외교는 급격하게 후퇴하고, 이는 세계의 공공외교의 지형을 크게 바꾸고 있다. 매력과 설득에 기반하는 소프트파워 전략보다는 힘의 논리를 앞세우는 하드파워를 추구하는 미국 정부로 인해 자유주의 세계질서는 다시 현실주의로 회귀하는 상황이다. 국가 간의 각축과 경쟁이 심화되고 협력과 상생은 뒤로 밀려나고 있다. 이로 인해 관계 정립이나 명성관리 차원의 현대적 공공외교보다는 일방적 메시지 전파를 목표로 하는 냉전형정보 전달 차원의 공공외교가 다시 득세하고 있다. 그러나 그간 세계를 이끌어 온 자유주의 질서가 결국은 미국에 의해 형성, 발전되어온 만큼 결국에는 미국이 다시 소프트파워와 공공외교로 회귀할 것으로 예견된다.

With the inauguration of the second Trump administration, U.S. public diplomacy has rapidly retreated, significantly reshaping the global landscape of public diplomacy. Instead of a soft power strategy based on attraction and persuasion, the U.S. government is pursuing hard power, prioritizing the logic of force. As a result, the liberal world order is reverting to realism, with intensified rivalry and competition among nations pushing cooperation and coexistence to the background.
Consequently, rather than modern public diplomacy focused on relationship-building and reputation management, Cold War-style public diplomacy centered on message dissemination is once again gaining prominence. However, since the liberal order that has led the world was ultimately shaped and developed by the United States, it is expected that the U.S. will eventually return to soft power and public diplomacy.
