중국의 공공외교 = Public Diplomacy of China

국문 초록 (Abstract)

중국에서의 공공외교에 대한 관심은 중국이 경제적으로 강대국이 되는 2000년대 초부터 높아지고 있다. 현재 중국 공공외교는 크게 두 가지 목표 아래 추진되고 있다. 첫째, 국제적으로 유행하고 있는 ‘중국위협론’을 불식하기 위해 ‘평화부상’의 이미지를 수립하는 것이다. 둘째, 중국이 유구한 문명을 가진 ‘세계의 스승’으로 존경을 받을 수 있도록 ‘문명국가’의 이미지를 수립하는 것이다. 특히, 현재 미·중 신냉전이 진행되면서, 중국은 소프트파워인 공공외교에 상당히 의존하고 있다.
한편, 중국 공공외교는 큰 잠재력이 있다. 풍부한 역사, 문화적 자산과 최근 경제적 성공에서 비롯되는 현대적 자산, 방대한 인적 자산 등이 있기 때문이다. 하지만 중국의 공공외교에는 한계가 있다. 우선 중국은 권위주의적 정치체제를 갖고 있어 기본적으로 세계에 자신의 매력을 발산하는 데에 있어 한계가 있다. 한편, 최근 국제적으로 중국에 대한 비호감도가 증가하고 있다. 이는 중국이 현란한 수사들을 그간 발신하여 왔으나, 이러한 수사들이 중국의 실제 행동과 부합하지 않고 있기 때문이다.

다국어 초록 (Multilingual Abstract)

China has shown much interest in ‘public diplomacy’ since early 21st century when it is emerging economically. Now China’s public diplomacy has two goals. Firstly, China wishes to establish the image of ‘peaceful rise’ to dispel ‘China threat theory’ which currently persists internationally. Secondly, it wishes to set up the image of ‘civilized nation’ to be respected as a global teacher which has a long-standing civilization. Especially, China is relying heavily on public diplomacy which is soft power to win the on-going U.S.-China rivalry, ushering world into a new cold war.
In the meantime, China’s public diplomacy has great potential thanks to abundant history, cultural asset, modern wealth resulting from recent economic success, and huge human resources. China’s public diplomacy, however, has its limits: Fundamentally, it has difficulty in propagating its charm due to its own authoritarian political system. Futhermore, the image of China is deteriorating gradually worldwide because China’s actual actions do not match its rhetorics, while China has been propagating ‘beautiful’ rhetorics.
