서울시 보육서비스 전달체계가 성과에 미치는 영향 = Impact on the Performance by Delivery System of Seoul Metropolitan Child Care Service : Comparison between National and Public Child Care Facilities and Private Child Care Facilities

국문 초록 (Abstract)

보육서비스의 성과는 서비스제공기관의 전달체계 개선을 통해서도 달성될 수 있다. 보육서비스의 전달은 다양한 형태로 이루어진다. 우리의 경우도 공공부문과 민간부문에서 여러 유형이 혼합되어 보육서비스를 담당하고 있다. 이에 본 연구는 국공립보육시설과 민간보육시설의 보육서비스의 전달체계가 서비스 성과에 미치는 영향을 비교 분석하였다. 본 연구의 목적은 전달체계를 분석하여 보다 효율적인 보육서비스의 생산과 공급을 위한 정책과제를 제안하는데 목적을 두었다.
서울시 보육시설 종사자들을 대상으로 한 분석결과, 국공립보육시설과 민간보육시설 간에는 질적양적으로 많은 차이가 있는 것으로 나타났다. 국공립보육시설은 민간보육시설에 비해 관리적 요인(인적 요인, 리더십, 규모)과 환경적 요인(시설환경, 보육환경, 외부환경) 등에서 모두 우수한 것으로 나타났다. 그리고 서비스 성과 또한 국공립시설이 민간보육시설에 비해 더 높은 것으로 나타났다. 따라서 보육서비스의 전달체계의 한 유형으로서의 국공립시설을 확충이 필요하며, 나아가 민간보육시설에 대한 재정, 인력, 시설 등의 지원을 함으로써 보육서비스의 소기의 성과를 달성 할 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

The service performance of the child care services can be achieved by improvement of management system of service producing agencies. The delivery of child care services is done in various forms. In our cases, the multiple types of child care services are provided by the public and the private facilities. This study compares national and public child care facilities with private child care facilities about the impact on service performance. Based on this results, this study has focused on proposing policy challenges for more efficient production and supply.
According to the analysis results of targeting child care facility workers of Seoul metropolitan, there are lots of differences between national and public child care facilities and private child care facilities in qualitative and quantitative services. Comparison between the private child care facilities and the national and public child care facilities, the national and public facilities appeared to be superior in managerial factors(human resources factors, leadership, scale) and environmental factors (facility environment, child care environment, the external environment), etc. And, service performance of the national and public child care facilities also appeared to be higher than private child care facilities. In order to improve the performance of the child care services, the expansion of national and public facilities is a significant challenge and further, the supports for the private child care facilities in finance, personnel and facility are needed.
